Objectives

The primary objective of this tender is to construct civil engineering internal services for the Cornubia Housing Development, Sub-phase 2b-4, which includes the development of 234 serviced sites. The work encompasses roadworks, stormwater, water, sewer infrastructure, house platforms, and raft slabs, with a project duration of approximately 72 weeks (18 months). The project aims to deliver comprehensive infrastructure to support low-cost housing within the specified development phase.

Scope

The scope of work involves the construction of civil engineering infrastructure including:

• Roadworks to municipal standards
• Water reticulation systems
• Sewer reticulation systems
• Stormwater reticulation, attenuation structures, and related drainage
• Construction of top structure platforms
• Raft foundations for housing units
• Proving and locating existing services and connection points
• Installation of services (water, sewer, stormwater)
• Construction of attenuation ponds and stormwater management features
• Installation of cable and service ducts
• Construction of roadways, sidewalks, and signage
• Construction of attached row stepped, vertically stepped raft foundations

The project also includes coordination with other contractors, accommodation of traffic, and environmental management as per specifications.

Technical Requirements

The technical requirements specify adherence to:

• Standard specifications such as SANS 1200 series for earthworks, concrete, pipelines, stormwater, and asphalt
• Particular specifications including environmental management, occupational health and safety, and environmental plans
• Design and construction of stormwater, sewer, and water infrastructure according to approved drawings and standards
• Use of approved materials, including precast concrete, steel, aggregates, and bituminous mixes
• Implementation of quality control measures, testing, and inspection procedures
• Compliance with environmental, safety, and traffic accommodation standards
• Provision of “As-Built” information and documentation

Skills and Skills Requirements

The tender mandates the following skills and experience for successful execution:

• Proven experience in civil engineering infrastructure projects, particularly in low-cost housing developments
• Demonstrated capability in earthworks, roadworks, stormwater, water, and sewer systems construction
• Experience with the installation and testing of pipelines, stormwater attenuation, and related infrastructure
• Qualified personnel including Site Agent, Project Managers, Foremen, Surveyors, and Safety Officers with minimum years of relevant experience (e.g., 8 years for Site Agent, 7 years for Foreman)
• Knowledge of environmental management, occupational health and safety regulations, and quality control procedures
• Ability to coordinate with multiple contractors and manage site logistics effectively
• Familiarity with the use of construction management software and documentation standards
• Capability to prepare and implement construction programmes, methodologies, and quality assurance plans
