Objectives

The primary objective of this tender is to appoint a service provider or providers to manage the procurement, warehousing, and distribution of Learning and Teaching Support Material (LTSM) and Electronic Learning (eLTSM) over a five-year period. The goal is to ensure efficient, timely, and quality delivery of curriculum resources to various educational institutions, supporting the Department of Education’s mandate to provide accessible and effective learning materials across all levels of schooling, including special education and adult education centers.

Scope

The scope encompasses end-to-end project management services for:

• Procurement of textbooks, supplementary materials, ICT devices, and related resources aligned with national curricula.
• Warehousing of physical LTSM and eLTSM devices, including secure storage, asset tagging, and inventory management.
• Distribution and delivery of physical and digital resources to schools and educational centers across multiple districts.
• Provision of support services such as device assessment, repairs, refurbishment, and disposal of electronic waste.
• Provision of digital content, aggregation, pre-loading, encryption, and management of eLTSM resources.
• Implementation of integrated digital systems for procurement, inventory, tracking, reporting, and support.
• Monitoring, reporting, and compliance with legal, safety, and quality standards.

Technical Requirements

The technical scope includes:

• Ability to asset tag and track ICT devices and digital content at granular levels (school, grade, user).
• Provision of dedicated warehousing facilities with security, insurance, and space management for physical and digital assets.
• Implementation of enterprise resource planning (ERP), warehouse management systems (WMS), and reporting tools for real-time data and accountability.
• Support for barcode/RFID scanning, inventory reconciliation, and automated alerts for stock levels and expiry dates.
• Development and management of a call/helpdesk system supporting multi-channel incident logging and resolution.
• Production management system for eLTSM content, scheduling, quality control, and tracking.
• Integration capabilities with MDoE systems for seamless data exchange and reporting.
• Provision of secure pre-loading, encryption, and digital rights management (DRM) for eContent.
• Logistics and fleet management for distribution, retrieval, and disposal activities.
• Compliance with ISO standards, security, and environmental management systems (ISO 9001, ISO 45001, ISO 14001).

Skills and Capacity Requirements

The bidder must demonstrate:

• Experience in large-scale procurement, warehousing, and distribution of educational materials and ICT devices.
• Capability to operate and maintain integrated digital systems for inventory, procurement, and reporting.
• Qualified personnel including at least two project managers with 8+ years of experience, five key project/team leaders with 5+ years of relevant experience, and 50 technical/support staff with at least 3 years of relevant expertise.
• Proven capacity to manage secure warehousing facilities (minimum 10,000 m²), asset tagging, device tracking, and logistics operations.
• Ability to develop and implement ICT solutions such as MDM, content aggregation, pre-loading, encryption, and digital content management.
• Demonstrated ability to support end-to-end processes including procurement, storage, distribution, retrieval, assessment, repair, and disposal of ICT devices and educational materials.
• Capacity to provide comprehensive reporting, compliance, and quality assurance aligned with national standards and policies.
• Commitment to local economic development through subcontracting, employment, and skills transfer initiatives.
