Objectives

The primary objective of this tender is to appoint a qualified security service provider(s) to deliver comprehensive security services for the Head Office Cluster and District Clusters for a period of one month. The successful bidder will be responsible for safeguarding premises, assets, and personnel through various security measures including patrols, access control, and incident response, ensuring 24-hour security coverage.

Scope

The scope encompasses providing security services across multiple clusters, including Head Office, Sarah Baartman, Chris Hani, OR Tambo, and Head Office Cluster, covering specified sites within each cluster. The services include:

• Regular patrols and monitoring
• Access control and visitor management
• Response to security incidents and emergencies
• Provision of security personnel with specified PSIRA grades
• Use of security equipment such as radios, batons, handcuffs, metal detectors, and vehicles
• Operational management including shifts (day and night), reporting, and compliance with technical and contractual requirements

The scope also involves ensuring that all security officers are equipped with necessary service aids and resources, and that resources are not committed to other parallel contracts.

Technical Requirements

The technical requirements include:

• Provision of adequately trained security officers with PSIRA grades (A or B)
• Deployment of security personnel in shifts (day: 06:00-18:00, night: 18:00-06:00) including public holidays
• Use of specified security equipment: batons, radios, torches, handcuffs, metal detectors, pepper spray, etc.
• Availability of branded vehicles and operational offices
• Implementation of security procedures such as patrols, incident reporting, and access control
• Compliance with legal, safety, and regulatory standards including PSIRA registration, NBCPSS registration, and insurance
• Adherence to the pricing structure based on NBCPSS illustrative guide

Skills Requirements

The skills and qualifications required for bidders include:

• PSIRA registration with Grade A or B for security officers and supervisors
• Minimum of two years’ experience in the security industry, with evidence of completed contracts within the last ten years
• Capability to supply and operate security equipment and vehicles as specified
• Ability to manage operational shifts, reporting, and compliance with contractual and legal standards
• Knowledge of security procedures, incident management, and emergency response
• Proven financial stability and compliance with tax and regulatory requirements
• Experience in providing security services to government or similar institutions
• Capacity to meet the technical and logistical demands of multiple sites within the specified clusters
