Objectives

The primary objective of this tender is to establish a panel of qualified service providers to deliver financial services consultancy over a period of 24 months. The aim is to enhance the capacity of the Greater Kokstad Municipality's Budget and Treasury Department, ensuring sound financial management, compliance with relevant laws, and credible financial reporting to support effective service delivery.

Scope

The scope includes the provision of financial services consultancy, which encompasses specialized services such as taxation, land audit, property valuation, geomatics, and other related financial advisory services. The selected panel will support various departments within the municipality, with the duration linked to the existing panel contract and extended for newly added commodities for 24 months. The scope also involves appointment of service providers based on relevant experience, professional registration, and capacity to deliver the required services.

Technical Requirements

• Provision of professional registration certificates relevant to the services offered (e.g., South African Council for Planners, Property Valuers Profession, Geomatics Council, etc.).
• Demonstrated experience through appointment letters, reference letters, or completion certificates for similar projects within municipalities.
• Attainment of a minimum functionality score of 60 points during evaluation, based on criteria such as company experience, key personnel qualifications, and professional body registration.
• Compliance with the procurement policies, including submission of mandatory documents such as tax clearance certificates, B-BBEE verification, and Central Suppliers Database registration.
• Adherence to the evaluation process, including functionality assessment, and compliance with all bid submission instructions.

Skills Requirements

• Relevant professional qualifications and experience in financial consultancy, taxation, land audit, property valuation, geomatics, or related fields.
• Proven track record of successful project completion within municipal or similar public sector environments.
• Ability to provide specialized advisory services, technical support, and capacity building to municipal staff.
• Strong understanding of South African municipal laws, regulations, and financial management frameworks such as the MFMA.
• Effective communication, report writing, and stakeholder engagement skills.
• Capability to work closely with the municipality’s Financial Services Department and other relevant units to deliver quality services within stipulated timeframes.
