Objectives

The primary objective of this tender is to supply, deliver, and physically offload guardrails and accessories in accordance with the specifications outlined in the document. The project involves providing these materials at the specified site on MR 309, km 40.2 in Laingsburg, ensuring compliance with technical standards and quality requirements.

Scope

The scope of the tender includes:

• Provision of guardrails as per the attached drawings and specifications.
• Supply of timber posts, reflective plates, spacer blocks, splice bolts, and post bolts with nuts and washers.
• Delivery and offloading of all materials at the designated site in Laingsburg within the stipulated timeframe.
• Compliance with all technical, safety, and quality standards specified in the tender documentation.

Technical Requirements

The technical requirements specify that:

• Guardrails must comply with SABS 1350/SANS 1350 standards, with dimensions as shown on the drawings.
• Timber posts shall meet SABS 457/SANS 457 standards, have a minimum length of 1800mm, and a top diameter of at least 200mm, treated according to SABS 05 with creosote conforming to SABS 538/SANS 538 or SABS 539/SANS 539.
• Reflective plates shall be manufactured from 1.5mm thick mild steel, galvanized or finished in white baked enamel, with retro-reflective material complying with SABS standards.
• Spacer blocks and bolts must be made from high tensile steel, hot-dip galvanized per SANS 121/ISO 1461 standards, with specific dimensions as specified.
• All materials must be galvanized with a coating that complies with SABS 763 standards, and all bolts, nuts, and washers must be similarly coated.

Skills Requirements

The skills and qualifications required for bidders include:

• Registration on the Central Supplier Database, with proof of registration.
• Demonstrated capability to supply and deliver guardrails and accessories that meet the specified technical standards.
• Experience in handling and offloading construction materials at remote site locations.
• Provision of valid tax clearance certificates and B-BBEE certificates.
• Ability to provide municipal rates and taxes accounts or lease agreements to verify locality.
• Understanding of procurement policies, including compliance with the Municipal Supply Chain Management Policy and Preferential Procurement Regulations, 2022.
• Capacity to complete and submit all required documentation accurately and within deadlines.
