Objectives

The primary objective of this tender is to appoint an accredited Occupational Health and Safety (OHS) service provider to conduct a comprehensive risk assessment of the Hogen-S Series Hydrogen Generators at eight South African Weather Service (SAWS) sites. The assessment aims to identify, evaluate, and mitigate hazards associated with hydrogen production, storage, and use to ensure a safe working environment, compliance with relevant regulations, and the protection of personnel and assets.

Scope

The scope includes:

• Conducting an OHS risk assessment for eight specified SAWS sites across various provinces.
• Identifying potential hazards such as hydrogen leaks, fire, explosion, high-pressure system failures, electrical risks, and exposure to harmful by-products.
• Generating a detailed risk assessment report with recommendations.
• Developing a risk register for each site.

The sites to be assessed are located in Gauteng, Eastern Cape, Western Cape, Northern Cape, Free State, and KwaZulu-Natal, including weather offices and airport control towers.

Technical Requirements

The technical requirements specify that the service provider must:

• Perform a thorough OHS risk assessment of the hydrogen generators at all designated sites.
• Identify hazards related to hydrogen production, storage, and handling.
• Produce a comprehensive risk assessment report with actionable recommendations.
• Maintain compliance with occupational health and safety standards such as OSHA, ISO 45001, and relevant industry regulations.
• Develop a risk register documenting hazards, assessments, and mitigation measures.
• Provide evidence of relevant accreditation and experience in conducting similar risk assessments.

Skills Requirements

The successful bidder must demonstrate:

• Membership or accreditation with the South African Institute of Occupational Health and Safety (SAIOSH) or equivalent.
• Experience in conducting occupational health and safety risk assessments, particularly involving hydrogen or flammable gas systems.
• At least 8 years of relevant experience in OHS risk assessments.
• Proven track record with references from previous clients for similar services.
• Qualified personnel, including lead auditors or safety specialists with relevant CVs.
• Capability to generate detailed reports, risk registers, and recommendations aligned with industry standards.
