Objectives

The primary objective of this tender is to procure comprehensive gardening, yard cleaning, bush clearing, and vegetation management services at the Uitenhage Manufacturing Plant and Cape Corridor Depots (Brighton, Swartkops, and Cambridge). The aim is to maintain safe, clean, and environmentally compliant plant and railway environments through regular grass cutting, bush clearing, invasive species control, and waste management over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Felling of trees near live overhead electric cables and open lines within designated servitudes.
• Grass cutting and edging within specified areas.
• Eradication of declared and invasive plant species.
• Bush clearing and vegetation removal, including vegetative material disposal or chipping.
• Chemical treatment of trees, invasive species, and other vegetation.
• Control and treatment of trees and stump treatment to prevent regrowth.
• Removal of vegetative debris from site, including from embankments and cuttings.
• Vegetation control along railway corridors, including weed, grass, shrub, and invasive species removal.
• Maintenance of trees and veld areas, including pruning and general garden services.
• Invasive alien plant eradication, including chemical and manual methods.
• Refuse, litter, and garden refuse removal, including composting and waste disposal.
• Specific bush clearing activities at Cambridge Locomotive and Uitenhage Main Centre.

Technical Requirements

The contractor must adhere to the following technical requirements:

• Provision of suitable plant, tools, equipment, and chemicals, including herbicides and herbicide MSDS documentation.
• Use of approved chemicals and methods for vegetation control, avoiding burning or hoeing; chemical control is mandatory.
• Regular vegetation control scheduled quarterly, with emergency clearance within 24 hours.
• Vegetation waste must be disposed of at registered municipal or hazardous waste facilities or chipped and spread as per specifications.
• Application of long-term herbicides (e.g., Tebuthiuron) with specified rates and residual effects, following environmental and safety regulations.
• Implementation of safety measures, including PPE for personnel, and compliance with relevant legislation (Occupational Health & Safety Act, Environmental Act, etc.).
• Monitoring, reporting, and documentation of activities, including daily reports, site inspections, and herbicide application records.
• Control of invasive species as per environmental legislation, with identification, eradication, and disposal procedures.

Skills and Skills Requirements

The contractor must demonstrate:

• Verifiable knowledge and expertise in invasive alien plant species identification, control, and eradication methodologies.
• Ability to accurately identify protected and invasive plant species, with prior approval for control measures.
• Competence in the safe handling, storage, and application of pesticides and herbicides, including MSDS compliance.
• Experience in vegetation management within industrial and railway environments, ensuring minimal disruption and safety compliance.
• Capacity to provide fully equipped personnel, including trained supervisors, gardeners, and machine operators.
• Ability to prepare and submit risk assessments, work plans, and environmental compliance documentation prior to commencement.
• Knowledge of relevant legislation such as the National Environmental Management Act (NEMA), Conservation of Agricultural Resources Act, and Occupational Health & Safety Act.
• Effective waste management and litter removal skills, ensuring site cleanliness and environmental standards are maintained.
