Objectives

The primary objective of this tender is to appoint a Terminal Operator responsible for financing, operating, maintaining, refurbishing, and/or constructing a break-bulk terminal at the Port of Cape Town. The terminal will specialize in cold storage of fish and fish-related products, with the concession period set for ten (10) years. The aim is to develop a state-of-the-art facility that enhances cold storage capabilities and supports the fish industry in the region.

Scope

The scope of the project includes:

• Financing the development or refurbishment of the break-bulk terminal facility.
• Constructing and/or refurbishing the terminal infrastructure, including cold storage facilities.
• Operating and maintaining the terminal during the concession period.
• Transferring the terminal back to the port authority at the end of the concession period.
• Utilizing existing assets such as buildings, undeveloped land, parking bays, and improvements on ground and upper levels.
• Ensuring the terminal is equipped to handle fish and fish-related products efficiently and in compliance with relevant standards.

Technical Requirements

The technical requirements include:

• Development or refurbishment of a cold storage facility with a total ground floor area of approximately 2,744 m² and upper levels totaling 1,940 m², summing to 4,684 m².
• Provision of parking facilities with approximately 9 bays covering about 101 m².
• Utilization of existing assets such as buildings, land, and improvements as specified in the asset list.
• Implementation of infrastructure suitable for cold storage of fish and fish-related products, ensuring compliance with health, safety, and environmental standards.
• Incorporation of necessary electrical, haulage, and other support systems as per port requirements.

Skills Requirements

The successful bidder should demonstrate:

• Experience in operating and managing cold storage facilities, particularly for fish and perishable products.
• Proven capability in financing and constructing port-related infrastructure projects.
• Technical expertise in cold storage technology, logistics, and supply chain management.
• Strong operational management skills to maintain high standards of safety, efficiency, and compliance.
• Ability to coordinate with port authorities and adhere to port regulations and standards.
• Financial stability and capacity to undertake large-scale infrastructure development and operations.
