Objectives

The primary objective of this tender is to engage a reputable service provider to deliver satellite monitoring services for Safcol plantations over a three-year period. The services aim to provide real-time feedback, monitor fire incidents, detect illegal activities such as timber theft, and support fire protection, pest, and disease management across designated plantation areas.

Scope

The scope of work includes:

• Executing satellite monitoring operations in accordance with industry norms and guidelines.
• Monitoring fire progress, patterns, and protection status across specified plantation regions.
• Monitoring weed status in young compartments (1-5 years).
• Covering a total area of approximately 189,541 hectares, including both commercial and non-commercial zones.
• Providing imagery resolution, timely reports, maps, dashboards, and alerts.
• Delivering data and reports on specified regions, including detailed geographic locations and shapefiles.

Technical Requirements

The technical specifications for the satellite monitoring services include:

• Fire break monitoring systems showing progress and protection status.
• Detection of fire patterns and other causes of fire incidents.
• Monitoring weed status in young plantations (1-5 years).
• Coverage of the entire plantation area (total 189,541 Ha) across specified regions.
• Provision of high-quality imagery, dashboards, alerts, and shapefiles.
• Regular analysis including bi-weekly, seasonal, and post-fire assessments.
• Access to data and reports on demand, with technical support for portal systems.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in satellite imagery acquisition, processing, and analysis, with reference letters indicating at least 6 months to over 3 years of relevant experience.
• Capability to develop and implement a comprehensive project plan, including methodology for weekly satellite monitoring, NDVI and other indices analysis.
• Qualified personnel with expertise in GIS, remote sensing, forestry, and environmental science.
• Project management skills, including delivering detailed reports, dashboards, and maps with high-quality imagery.
• Ability to provide technical assistance and support for portal and system operations.
• Compliance with security clearances and confidentiality requirements.
