Objectives

The primary objective of this tender is to appoint a service provider(s) to deliver security services at Frere Hospital, including the 14 Salvia Building, 31 Dawson, and 26 Sunnyridge, for a period of 3 months. The successful bidder will be responsible for safeguarding premises, assets, and personnel through various security measures such as patrols and monitoring, ensuring safety and crime prevention.

Scope

The scope encompasses providing comprehensive security services across the specified hospital premises and associated buildings. This includes:

• Regular patrols and surveillance
• Monitoring and response to security incidents
• Provision of security personnel equipped with specified service aids
• Operational shifts covering day and night hours (06:00 to 18:00 and 18:00 to 06:00) including public holidays
• Use of equipment such as batons, radios, torches, handcuffs, metal detectors, occurrence books, and pocket books
• Deployment of guards at designated sites with specified PSIRA grades and security requirements
• Provision of vehicles and other resources as specified in the tender documentation

Technical Requirements

The technical requirements include:

• Provision of trained security officers with valid PSIRA registration (Grade A or B)
• Compliance with PSIRA and NBCPSS registration and good standing certificates
• Availability of operational offices within the Eastern Cape
• Active 24-hour control room and in loco inspection capabilities
• Provision of necessary security equipment (batons, radios, torches, handcuffs, metal detectors, uniforms)
• Branded vehicles for patrols
• Adherence to specified staffing levels and shift arrangements
• Compliance with health, safety, and insurance requirements, including public liability insurance of at least R2,000,000
• Meeting the prescribed pricing structure aligned with NBCPSS guidelines

Skills Requirements

The skills and qualifications required from bidders include:

• Security personnel with valid PSIRA registration (Grade A or B)
• Experience in providing security services in healthcare or similar environments
• Knowledge of security protocols, crime prevention, and emergency response
• Ability to operate security equipment such as radios, metal detectors, and occurrence books
• Capacity to manage and coordinate security shifts and resources effectively
• Compliance with legal and regulatory standards, including tax and insurance requirements
• Demonstrated financial stability and operational capacity, including availability of vehicles and communication systems
• Provision of testimonials and proof of previous relevant experience
