Objectives

The primary objective of this tender is to appoint a qualified service provider to convert the Sexual Harassment Policy for the Judiciary of South Africa into an engaging and comprehensive online course. This includes designing the curriculum, developing interactive e-learning materials, and ensuring the course is compatible with the Judiciary’s existing Moodle learning management system.

Scope

The scope encompasses:

• Designing the course curriculum and content, covering topics such as introduction to sexual harassment, legal frameworks, rights and responsibilities of judicial officers, reporting mechanisms, case studies, and reflection modules.
• Developing interactive digital content including videos, animations, infographics, quizzes, and assessments.
• Ensuring the course is compatible with Moodle version 4.2.
• Providing necessary support and management for course administration.
• Correcting any errors identified during development at no additional cost.
• Producing deliverables that belong to the Office of the Chief Justice (OCJ).

Technical Requirements

• The online course must be compatible with Moodle version 4.2.
• The course should include multimedia elements such as videos, animations, voiceovers, infographics, and downloadable resources.
• Interactive components like quizzes, knowledge checks, and final assessments are required.
• The course content must meet minimum qualification standards:
  • Minimum NQF level 6 in Education, Instructional Design, Educational Technology, or Information Technology.
  • Minimum NQF level 5 in Graphic Design, UX Design, or related fields.
  • Minimum NQF level 7 in social sciences, gender studies, Psychology, or relevant disciplines.
• The service provider must ensure the course is accessible, engaging, and suitable for judicial officers’ capacity building.

Skills Requirements

• Proven experience in designing, developing, and implementing online learning experiences and training programs.
• Expertise in creating digital content including multimedia, infographics, and interactive assessments.
• Strong instructional design skills aligned with adult learning principles.
• Experience in gender-sensitive strategies and policies, preferably with a background in social sciences, gender studies, or psychology.
• Ability to work with Moodle LMS, specifically version 4.2.
• Qualified personnel with relevant academic and professional credentials, including CVs demonstrating experience and expertise.
