Objectives

The primary objective of this tender is to undertake the construction of a final capping system over approximately 30,000 to 40,000 m² of the Bisasar Road Landfill site. The scope includes waste removal where necessary, foundation preparation, installation of a geomembrane liner, geotextile protection, drainage, erosion control, minor support structures, and gas management infrastructure. The project aims to enhance environmental safety, prevent infiltration, and ensure compliance with environmental and safety standards.

Scope

The scope of work encompasses:

• Site clearance and preparation, including removal of vegetation, debris, and existing waste as directed.
• Earthworks involving excavation, backfilling, and grading for the capping layers and drainage systems.
• Installation of a layered lining system comprising geomembrane (LLDPE), Geosynthetic Clay Liner (GCL), and protection geotextiles.
• Construction of drainage systems, including leachate and stormwater drainage layers, and associated structures.
• Placement of cover soils, seeding, and erosion control measures.
• Minor support structures such as gas header stations, gas wells, and access roads.
• Implementation of environmental management and safety measures as per specifications.

Technical Requirements

The technical requirements include:

• Adherence to the Standard Specifications (SANS/ SABS 1200 series) and project-specific Particular Specifications.
• Installation of geomembrane liners (LLDPE) with embossed texturing, welded seams, and leak detection systems in accordance with SANS 10409:2020 and GM 17 Rev 14.
• Use of Geosynthetic Clay Liners (GCL) with specified shear strength, thickness, and bonding, installed on prepared subgrades and anchor trenches.
• Construction of earthworks with specified compaction, slope tolerances, and drainage requirements.
• Implementation of environmental controls, including water management, erosion control, and protection of existing services.
• Compliance with Occupational Health and Safety regulations, including safety plans, training, and site monitoring.
• Provision of quality control, testing, and documentation as per specifications.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in similar landfill capping projects, including installation of geomembranes and GCL systems, with project references within the past 9 years.
• Qualified personnel, including a Contracts Manager, Site Agent, Foremen, and key technical staff, with relevant experience and certifications.
• Capability to prepare and implement detailed construction programmes, health and safety plans, and environmental management plans.
• Technical competence in earthworks, lining systems, drainage, and environmental controls, supported by CVs and project documentation.
• Ability to manage subcontractors, materials, and equipment efficiently, ensuring quality and compliance with standards.
• Knowledge of applicable standards, regulations, and best practices for landfill construction, environmental safety, and occupational health.
