Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct an External Quality Assurance Review (EQAR) and facilitate Awareness Roadshows for the Office of the Valuer-General during the 2025/26 financial year. The review aims to assess compliance with internal audit standards, laws, and regulations, and to enhance stakeholder understanding through roadshows and awareness initiatives.

Scope

The scope includes:

• Conducting an External Quality Assurance Review (EQAR) of the Internal Audit Function based on International Internal Audit Standards and relevant laws.
• Reviewing the Internal Audit Function, Audit Committee, and Audit and Risk Committee (ARC).
• Developing and executing a comprehensive work plan and methodology aligned with IIA guidelines.
• Delivering a detailed report with feedback, including management comments.
• Organizing and facilitating internal audit awareness roadshows and stakeholder engagement sessions.

Technical Requirements

The technical requirements specify that the service provider must:

• Provide a detailed work plan, methodology, and timelines demonstrating how the EQAR will be conducted in accordance with IIA standards.
• Ensure the review covers internal audit standards, laws, and regulations applicable to the Internal Audit Function.
• Propose a methodology that includes human resources, detailed execution plan, and associated costs.
• Include a comprehensive project plan outlining the project lifecycle.
• Demonstrate experience in conducting EQAR and internal audit awareness roadshows, supported by reference letters.
• Ensure the Project Lead has at least 11 years of relevant experience, holds a CIA qualification, and has attended PEQA training.
• Align the approach with the International Institute of Internal Auditors (IIA) guidelines for external quality assurance.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience in conducting External Quality Assurance Reviews and internal audit awareness campaigns.
• Capability to develop and implement methodologies aligned with IIA standards.
• Qualified personnel with relevant certifications, notably a Certified Internal Auditor (CIA).
• Project Lead with a minimum of 11 years of experience in internal audit and EQAR activities.
• Attended PEQA (Public External Quality Assurance) training.
• Strong communication and stakeholder engagement skills for effective roadshows and awareness sessions.
• Ability to prepare comprehensive reports and facilitate virtual and physical meetings with stakeholders.
