Objectives

The primary objective of this tender is to appoint a service provider to deliver canteen catering services at the ELIDZ for a period of three (3) years. The service aims to provide high-quality, safe, and efficient catering solutions that meet the operational needs of ELIDZ staff, conference attendees, and other users, while supporting transformation goals such as empowering emerging micro enterprises with BBBEE Level 1 status.

Scope

The scope includes:

• Provision of catering services at the ELIDZ premises located at Lower Chester Road, Sunnyridge, East London.
• Management and operation of the canteen/staff restaurant, conference centre catering, and associated facilities.
• Implementation of meal delivery systems, operational plans, menu structures, and customer feedback systems.
• Maintenance, cleaning, safety, health, and environmental compliance of the catering facilities and equipment.
• Provision of staff, equipment, and supplies necessary for daily operations, including additional equipment procurement if needed.
• Adherence to environmental, HACCP, and SHEQ standards, including waste management and safety protocols.

Technical Requirements

The technical requirements encompass:

• Development and implementation of detailed operational, mobilization, and safety health and environment plans.
• Provision of a structured six-week menu cycle with no repeats, and a flexible menu for conference catering.
• Establishment of meal delivery systems compliant with HACCP legislation, including logistics and equipment.
• Maintenance of hygiene, safety, and environmental standards, including regular cleaning, equipment servicing, and waste management.
• Provision of a customer feedback monitoring system and regular reporting on service quality.
• Implementation of a performance management system with measurable outcome and service standards.
• Compliance with legal, SHEQ, environmental, and food safety regulations, including staff medicals and training.

Skills Requirements

The tenderer must demonstrate:

• Experience in managing large-scale catering operations serving 150+ meals per day, with verifiable references.
• Capability to develop and sustain operational systems, including meal delivery, customer feedback, and safety management.
• Proficiency in food safety standards, HACCP regulations, and SHEQ compliance.
• Ability to manage and maintain catering equipment, furniture, and facilities, including inventory control and reporting.
• Qualified and trained personnel in food hygiene, health and safety, hazardous biological and chemical agents, and environmental management.
• Experience working within a regulated environment with a focus on quality, safety, and environmental sustainability.
• Capacity to operate as an emerging micro enterprise with BBBEE Level 1 status, including relevant certifications and documentation.
