Objectives

The primary objective of this tender is to engage suitably qualified and experienced agency/ies to handle the placement of tender, recruitment, and public notice advertisements in the media on an as-and-when-required basis. The engagement is intended to span a period of three (3) years, ensuring effective dissemination of municipal notices and advertisements.

Scope

The scope includes:

• Placement of tender advertisements in media outlets as required.
• Recruitment advertising services.
• Public notice advertisements in various media channels.
• Provision of these services on an as-and-when basis over a three-year period.
• Evaluation and adjudication of tenders based on functionality and preference points system.

Technical Requirements

The technical requirements include:

• Submission of mandatory documents such as completed municipal bidding documents, Central Supplier Database registration, municipal rates/taxes or service charges, lease agreements or sworn affidavits where applicable.
• Compliance with the evaluation criteria, including a minimum of 15 points in functionality (out of 30).
• Adherence to tender submission procedures, including original signatures, proper sealing, and submission before the deadline.
• Provision of documents verifying the area of operation, ownership, and relevant municipal accounts.
• Compliance with conditions related to joint ventures, signatures, and electronic submission restrictions.

Skills Requirements

The successful agency/ies should possess:

• Experience in media placement, tender advertising, and recruitment campaigns.
• Knowledge of municipal and government procurement processes.
• Ability to meet technical documentation standards, including handwritten forms and original signatures.
• Capacity to manage multiple media channels and coordinate advertisements effectively.
• Understanding of preference point systems and evaluation criteria as per PPPFA 2022.
• Strong organizational and compliance skills to adhere to submission deadlines and document requirements.
