Objectives

The primary objective of this tender is to construct new building works for Kwa-ntshunqe Primary School, utilizing labour-intensive methods to deliver public infrastructure efficiently and sustainably. The project aims to provide quality educational facilities while promoting local employment and skills development, especially targeting targeted labour and emerging contractors.

Scope

The scope of work includes the construction of new buildings at Kwa-ntshunqe Primary School, covering:

• Guttering
• Building structures as detailed in the tender documents
• Site establishment, access, and site management
• Labour-intensive activities such as manual excavation, backfilling, stone pitching, and masonry
• Provision of temporary works, safety measures, and environmental controls
• Coordination with existing site services and infrastructure

The scope also emphasizes adherence to labour-intensive construction methods, local sourcing of materials, and compliance with environmental and safety standards.

Technical Requirements

• Construction based on JBCC Edition 6.2 of 2018, with detailed specifications outlined in the tender documents
• Use of labour-intensive methods for activities such as excavation, backfilling, and masonry
• Implementation of a comprehensive Health & Safety Plan aligned with Occupational Health and Safety Act, 1993, and Construction Regulations, 2014
• Development of a detailed Risk Assessment, Method Statements, and Standard Working Procedures for all activities
• Provision of site-specific environmental and safety measures, including hazard identification and control measures
• Compliance with labour laws, minimum wages, and targeted employment goals for disadvantaged groups
• Use of approved and equivalent building materials sourced from Eastern Cape suppliers
• Provision of necessary insurances, bonds, and guarantees as per contractual requirements
• Coordination of temporary works, site access, and security arrangements

Skills and Skills Development Requirements

The tender emphasizes the employment of skilled and semi-skilled labour, with specific qualifications and training programs, including:

• Supervisory and management staff must have completed NQF Level 4 or 5 skills programmes related to labour-intensive construction, such as supervision of civil works, water and sanitation, and structures
• Engagement of unskilled and semi-skilled workers must follow the Labour-Intensive Specification, with targeted employment of local residents, women, youth, and persons with disabilities
• Contractors must develop and implement a skills development plan aligned with the Contract Skills Development Goal (CSDG), including structured work experience, apprenticeships, and training towards recognized qualifications
• Provision of formal training, with a minimum of two days of training per 22 days worked, focusing on health, safety, and technical skills
• Monitoring and reporting on employment targets, training hours, and skills transfer activities
• Ensuring that all workers, including subcontractors, are trained, inducted, and equipped with necessary PPE
• Adherence to targets for employment of targeted groups such as women, youth, persons with disabilities, and local residents
