Objectives

The primary objective of this tender is to appoint a service provider to deliver a once-off deep cleaning service for the Department of Water and Sanitation offices in Kimberley, specifically for Block A and Block B. The service aims to ensure compliance with the Occupational Health and Safety Act 85 of 1993 by thoroughly cleaning surfaces affected by asbestos removal, thereby facilitating staff return and maintaining a hygienic environment.

Scope

The scope of work includes:

• Performing a comprehensive deep cleaning of the Department’s buildings in Kimberley, covering approximately 1,763 m² for Block A and 2,329 m² for Block B.
• Cleaning all areas including offices, storerooms, filing rooms, strong rooms, bathrooms, kitchens, floors, windows, door frames, handles, and other hard-to-reach areas.
• Utilizing SABS approved disinfecting equipment and non-toxic materials capable of eliminating dust mites and achieving high hygiene standards.
• Providing a deep cleaning certificate upon completion.

Technical Requirements

The technical requirements specify that the service provider must:

• Have knowledge and experience in cleaning buildings affected by asbestos removal.
• Use hygiene equipment and materials that are SABS approved, non-toxic, and effective in dust and mite elimination.
• Conduct detailed cleaning that covers all specified areas, including behind and inside cabinets, high shelves, and sensitive environments.
• Ensure all surfaces, fixtures, and appliances are properly cleaned and disinfected.
• Provide a certificate or report confirming the completion of the deep cleaning process.
• Adhere to Occupational Health and Safety regulations, including PPE use by cleaners and mask-wearing during inspections and cleaning.

Skills Requirements

The bid evaluation emphasizes the following skills and experience:

• Proven experience in cleaning and hygiene services, with a minimum of 3 years preferred.
• Ability to prepare a detailed work plan covering cleaning procedures, equipment, PPE, disposal procedures, and company OHS policies.
• Knowledge of asbestos-affected building cleaning protocols.
• Capability to provide references or proof of relevant industry experience through contracts or appointment letters.
• Local presence within the municipality, district, or province of the Kimberley Office, supported by recent municipal accounts.
• Compliance with B-BBEE requirements, including submission of valid verification certificates.
