Objectives

The primary objective of this tender is to establish a 3-year maintenance contract for electrical systems at Estcourt Forensic Mortuary. The contract aims to ensure the proper upkeep, preventive maintenance, and repair of electrical installations, distribution systems, and related ancillary equipment within the facility. The goal is to maintain operational integrity, safety, and compliance with relevant standards over the contract period.

Scope

The scope of work includes:

• Maintenance (including preventive maintenance) of existing electrical systems to ensure continuous operational readiness.
• Repairs of electrical installations that are not functioning properly, restoring them to their original operational state.
• Coverage of electrical components such as lighting, power supply and reticulation equipment, distribution boards, circuit breakers, fuses, bus-bars, wiring, junction boxes, and associated systems.
• Electrical services to operational loads including gates, garages, hydro boilers, and other electrical loads within the mortuary.
• Adherence to site-specific requirements, safety protocols, and reporting procedures as outlined in the contract documentation.

Technical Requirements

The technical requirements specify that the contractor must:

• Possess a CIDB contractor grading of 2EB or 2EP or higher.
• Be Artisan Trade Tested (Electrician) with a Wireman's License.
• Provide all necessary plant, tools, and materials required for electrical maintenance and repairs.
• Enter into a Service Level Agreement (SLA) with the Department within five days of contract award.
• Report to the Facility Manager upon arrival and departure, sign the site visit register, and complete job cards for all work performed.
• Conduct root-cause analysis for reported incidents, produce reports, and implement corrective actions.
• Respond to breakdowns within specified timeframes: 4 hours for normal cases and 1 hour for emergencies.
• Ensure compliance with Occupational Health and Safety Act and relevant safety standards.
• Provide redundant materials, spare parts, and disposal of redundant items as required.

Skills Requirements

The successful bidder must demonstrate:

• Qualified Electricians with Trade Test certification and Wireman's License.
• Experience in electrical maintenance, repair, and troubleshooting within a healthcare or similar critical environment.
• Ability to conduct inspections, infrared scans, generator testing, and system assessments.
• Capacity to respond promptly to faults and breakdowns, including emergency response capabilities.
• Knowledge of safety regulations, risk assessments, and proper documentation procedures.
• Competence in root-cause analysis, reporting, and implementing corrective measures.
