Objectives

The primary objective of this tender is to appoint service provider(s) for the hire of plant equipment to implement the Mogale City Local Municipality's annual project plans. The hired plant will support maintenance, construction, and community projects on an as-and-when-required basis over a period of thirty-six (36) months, ensuring timely execution of municipal infrastructure and service delivery projects.

Scope

The scope encompasses the provision of various plant and equipment, including but not limited to graders, rollers, water tankers, lowbeds, jetting units, woodchippers, cranes, vacuum tankers, skid steers, refuse compactors, tipper trucks, horizontal drilling machines, and other specialized machinery. The plant will be delivered within 72 hours of order, operated by skilled personnel, and used across different municipal departments for activities such as road maintenance, stormwater management, water and sewer infrastructure, waste management, and capital projects. The contract also includes provisions for standby plant, operator assistants/flagmen, and adherence to safety and operational standards.

Technical Requirements

• Provision of plant in good working condition, compliant with Occupational Health and Safety Act, 1993.
• Delivery of plant within 72 hours of formal order; standby plant within two hours upon request.
• Plant must adhere to manufacturer specifications and be fully insured for public liability and third-party risks.
• Operators must possess valid, unendorsed licenses; replacement operators/operators not approved by the client are not permitted.
• Plant must be equipped with safety signage, road traffic signs, and warning flags as specified.
• Replacement equipment must be provided within the following working day if required.
• Rates will be fixed for the first 12 months, with subsequent adjustments based on CPI.
• Plant and equipment must be delivered to specific sites within Mogale City as indicated.
• Plant must meet specified technical specifications for each item, including capacity, size, and operational features.
• All plant must be fully insured, and operators must be supervised on-site by municipal representatives.

Skills Requirements

• Operators must be skilled and possess valid, unendorsed licenses; any unsuitable operator must be replaced immediately upon request.
• Operators and flagmen must be sourced locally through municipal structures, with a minimum daily rate of R186.00 for EPWP labor.
• Operators should be capable of operating various plant attachments and equipment safely and efficiently.
• Service providers must demonstrate experience in plant hire, maintenance, and operation, with references indicating successful projects valued at a minimum of R5,000,000.
• Personnel involved in plant operation must adhere to safety standards, including the use of PPE such as overalls, safety boots, bibs, and hard hats.
