Objectives

The primary objective of this tender is to procure a pool or panel of Learning Material Developers who will develop learning materials for Occupational Qualifications, Part-Qualifications, and Skills Programmes aligned with the QCTO curriculum. The appointed developers will support SASSETA in developing and maintaining occupational learning materials to facilitate accreditation and industry needs.

Scope

The scope of work includes:

• Developing learning materials for occupational qualifications, part-qualifications, and skills programmes.
• Engaging with Development Quality Partners (DQP), industry partners, and experts.
• Deliverables encompass knowledge modules (learner guides, resources, formative assessments), practical skills modules (demonstrations), and work experience modules (where applicable).
• Developing multiple learning materials based on industry needs and stakeholder applications.
• Adhering to the QCTO curriculum and accreditation processes.

Technical Requirements

The technical requirements include:

• Development of comprehensive learning materials for specified qualifications and programmes, including knowledge, practical skills, and work experience modules.
• Engagement with industry stakeholders and quality assurance bodies during development.
• Submission of detailed methodology, project plans, and action plans with clear timeframes and milestones.
• Provision of signed reference letters confirming previous relevant experience and successful development of learning materials.
• Compliance with mandatory qualifications such as ETDP SETA results or equivalent, verified by SAQA if international.
• Development timelines: 3 months for Skills Programmes, 4-6 months for Part-Qualifications and Full Qualifications.
• Pricing to include costs per qualification credit range, VAT, and other applicable taxes, with considerations for economies of scale.

Skills Requirements

The skills and experience required for bidders and team members include:

• At least three (3) years of proven experience in developing learning materials for occupational qualifications or related fields.
• Demonstrated ability to develop diverse learning modules (knowledge, practical skills, work experience).
• Provision of signed reference letters from previous clients or SETAs confirming successful development of learning materials.
• Qualified learning material developers with relevant education and training qualifications, including unit standards 123394/123401 or equivalent, verified by SAQA.
• Capability to develop materials in line with QCTO curriculum and accreditation standards.
• Ability to work collaboratively with stakeholders and meet project milestones within specified timeframes.
