Objectives

The primary objectives of the tender are to select a qualified private partner to undertake the refurbishment, expansion, financing, management, and operation of the Krugersdorp Game Reserve (KGR). The project aims to enhance tourism infrastructure, promote sustainable eco-tourism, generate revenue for Mogale City Local Municipality (MCLM), and support conservation efforts. Specific goals include developing high-quality accommodation, recreational facilities, and visitor experiences that align with environmental and community development objectives.

Scope

The scope encompasses:

• Refurbishment and expansion of existing infrastructure within KGR, including entrances, accommodation, roads, fences, and recreational facilities.
• Development and management of tourism activities such as game drives, eco-tourism, and educational programs.
• Design, construction, and operation of new infrastructure like lodges, conference facilities, and amenities.
• Management of utilities, safety, waste, and environmental compliance.
• Implementation of environmental assessments and adherence to conservation policies, including future plans for the lion enclosure due to government policy shifts.
• Long-term management and operation of the reserve over a 25-year concession period, including revenue generation and community upliftment.

Technical Requirements

The technical requirements include:

• Submission of comprehensive business, operational, and design plans demonstrating feasibility, sustainability, and environmental sensitivity.
• Detailed infrastructure development plans, including upgrades to roads, fencing, utilities, and accommodation facilities.
• Environmental management strategies aligned with Responsible Tourism Standards and applicable legislation.
• Development of new infrastructure such as lodges, conference centers, and eco-friendly amenities.
• Provision of detailed risk management and mitigation strategies.
• Implementation of community upliftment and skills transfer initiatives, with measurable outcomes.
• Financial and funding plans, including cash flow forecasts, capital sourcing, and investment strategies.
• Compliance with environmental approvals, EIAs, and future plans for the lion enclosure in line with government policies.

Skills Requirements

The tender specifies the need for bidders to demonstrate:

• Project Team Experience: Proven expertise in managing large infrastructure projects, tourism facilities, and conservation initiatives. Key personnel must have relevant qualifications (e.g., project management, engineering, environmental science, hospitality management) and extensive experience (preferably over 10 years).
• Operational and Management Skills: Experience in managing tourism operations, hospitality services, safety protocols, and environmental compliance.
• Company/Consortium Track Record: Demonstrable success in delivering comparable projects, including construction, refurbishment, and operation of tourism or conservation facilities valued over R20 million within the last 10 years.
• Financial and Technical Capabilities: Ability to develop robust financial models, secure funding, and implement innovative, sustainable solutions.
• Environmental and Community Engagement: Capacity to develop and implement environmental management plans, community upliftment, and skills transfer programs aligned with government policies.
