Objectives

The primary objective of this tender is to appoint a professional service provider to plan, design, monitor, and complete the construction projects at Port Alfred PS and Merryvale SS in the Eastern Cape, following the FIDPM stages 1 to 7. The project aims to ensure compliance with relevant standards, regulations, and specifications, including the South African Schools Act and Minimum Norms and Standards for Public School Infrastructure.

Scope

The scope encompasses all stages of the project lifecycle from initial planning through to close-out, including:

• Site evaluation and feasibility studies
• Design development and technical documentation
• Construction supervision and oversight
• Handover and close-out activities

Specific works involve upgrading infrastructure such as water, electricity, sanitation, and supporting structures for the schools, with detailed requirements for each stage and activity as outlined in the tender documents.

Technical Requirements

The technical requirements include adherence to:

• Occupational Health and Safety Act No 85 of 1993 and Construction Regulations 2014
• Baseline Risk Assessment and development of site-specific Risk Assessments
• Preparation and implementation of comprehensive Health & Safety Plans and Method Statements
• Establishment of Health & Safety Files, including all documentation as per legal requirements
• Compliance with environmental management standards and standards for working at heights, electrical installations, scaffolding, demolition, and other construction activities
• Provision of adequate safety measures such as PPE, signage, site security, emergency preparedness, and safe working procedures
• Monitoring and reporting on health and safety performance, incidents, and audits

Skills and Skills Requirements

The tender mandates the appointment of qualified and competent personnel, including:

• SACPCMP-registered Construction Managers, Safety Officers, and other designated professionals
• Risk Assessors and Method Statement writers with proven competency
• Designers with experience in safe design principles and compliance with safety standards
• Qualified first aiders, fire safety personnel, and environmental officers
• Skilled workers trained in specific construction activities, including working at heights, electrical work, scaffolding, demolition, and handling hazardous materials
• Personnel must hold valid medical certificates of fitness and relevant training certifications

All appointed personnel must be documented, with responsibilities clearly defined and records maintained on-site and in the Health & Safety Files.
