Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, delivery, installation, and maintenance of ultrasonic prepaid water meters in Eendekuil. The project aims to enhance water management through the deployment of advanced metering technology, including features such as AMR/AMI functionality and customer interfaces, over the period from 1 July 2026 to 30 June 2029.

Scope

The scope of work includes:

• Supply and delivery of domestic plastic ultrasonic water meters with prepaid controllers, compliant with specified standards.
• Installation of the water meters and controllers within designated meter boxes.
• Provision of a portal and management system for smart water meters/controllers (Utility View).
• Provision of end-user mobile applications for water consumption monitoring and usage limit management.
• Provision of IoT network connectivity (e.g., Sigfox or similar) for communication with meters.
• Maintenance services, including callouts for repairs due to damage, vandalism, or other issues beyond mechanical or workmanship faults.

Technical Requirements

The technical specifications include:

• Ultrasonic meters must be Class C or better.
• Meters and controllers must be NRCS approved and capable of fitting within specified water meter boxes.
• Controllers must have AMR/AMI functionality.
• All meters must be equipped with a customer user interface, which can include mobile applications.
• Replacement of SANS 1259:1 with SANS 1529:9 standards.
• Provision of STS Certification for prepaid meters/controllers.
• Complete units or separate meter and controller units, provided they are NRCS approved.
• Modes of operation for controllers/meters as indicated in the bidding documentation.

Skills and Certification Requirements

Bidder must demonstrate:

• Compliance with relevant standards, including SANS 1529:9 and NRCS approval.
• Provision of STS Certification for prepaid meters/controllers.
• Experience in supplying and installing ultrasonic prepaid water meters with advanced functionalities.
• Capability to integrate meters with management systems and customer interfaces.
• Ability to provide ongoing maintenance and support services, including emergency callouts.
