Objectives

The primary objective of the tender is to lease beach hawker stands at the beaches in the George Municipal Area, specifically at Herolds Bay, Victoria Bay, and Leentjiesklip, for a period of three (3) years from the date of appointment. The initiative aims to regulate informal trading, promote economic development, and create income-generating opportunities within the municipality.

Scope

The scope encompasses the leasing of hawker stands located at designated beach fronts in Herolds Bay, Victoria Bay, and Leentjiesklip. The stands are available for service providers or individuals to operate from, with specific sizes and locations outlined in the tender specifications. The contract duration is three years, with provisions for renewal or re-advertisement as needed.

The scope also includes compliance with municipal bylaws, infrastructure and basic services provision, and adherence to health and safety regulations. The tender covers the management of trading activities, permit issuance, and enforcement of trading regulations within the designated areas.

Technical Requirements

• Provision of hawker stands of specified sizes (e.g., 3m x 5m) at designated beach fronts.
• Compliance with health and safety standards, including display of health certificates and adherence to hygiene regulations.
• Connection to municipal electricity and water supply, with inspections to ensure proper connectivity and compliance with NERSA tariffs.
• Proper signage, branding, and advertising in accordance with municipal bylaws.
• Maintenance of cleanliness and sanitation at trading sites, including waste removal and hygiene standards.
• Adherence to trading hours, including peak and off-peak seasons, with specific rates applicable during peak months (December and January).
• Implementation of safety measures to prevent fire hazards, damage, or obstruction of public amenities and roads.
• Provision of necessary documentation such as tax compliance, BBBEE certificates, and proof of ownership or registration.

Skills and Competency Requirements

• Experience in managing or operating beach or outdoor hawker stands and informal trading activities.
• Knowledge of municipal bylaws, health and safety regulations, and environmental standards.
• Ability to maintain hygiene and sanitation standards, including waste management and food safety compliance.
• Capability to connect and maintain municipal utilities such as electricity and water, including inspections and compliance with technical standards.
• Financial stability demonstrated through bank details and previous experience in similar projects.
• Capacity to manage permits, licensing, and compliance documentation effectively.
• Skills in customer service, conflict resolution, and adherence to municipal regulations.
• Ability to operate within the specified trading hours and manage peak and off-peak trading periods.
