Objectives

The primary objective of this tender is to appoint a panel of Subject Matter Experts (SMEs) to develop external integrated summative assessment (EISA) exemplars, including question papers and model answers, aligned with the Occupational Qualification (OQ) blueprint for the Detective NQF Level 6 Credit/s 171. The SMEs will ensure that candidate examination scripts are marked and moderated effectively, and that assessment tools meet the requirements set by the Quality Council for Trades and Occupations (QCTO) and SASSETA.

Scope

The scope of work includes:

• Development of EISA assessment instruments, including question papers and marking memoranda, for the Occupational Qualification: Detective (NQF Level 6, Credits 171).
• Preparation and submission of signed development reports.
• Engagement with Quality Partners (QPs) and moderators to finalize assessment instruments.
• Development of assessment specifications (QAS Addendum).
• Delivery of ready-to-use examination tools within three (3) weeks per qualification, with the possibility of amendments up to March 2026.
• Ensuring assessments are compliant with QCTO standards and SASSETA requirements.

Technical Requirements

The technical requirements include:

• Development of assessment instruments with corresponding marking memoranda for the Detective NQF Level 6 qualification.
• Engagement with moderators and submission of signed reports.
• Preparation of assessment specifications (QAS Addendum).
• Submission of signed development reports and assessment tools within the stipulated timeframe.
• Verification of international qualifications by SAQA if applicable, with certified copies not older than six months.
• Adherence to confidentiality and data protection laws, including signing confidentiality agreements.

Skills Requirements

The successful bidders must demonstrate:

• Experience in developing EISA or FISA assessment instruments, particularly for legacy qualifications or occupational qualifications.
• At least one SME with a minimum of three (3) years’ experience in SAPS or DOD environments related to the Detective qualification.
• Provision of at least one signed reference letter confirming previous relevant work.
• Detailed curriculum vitae (CV) of the team leader demonstrating five (5) years’ experience in the SANDF/DOD environment.
• Compliance with mandatory qualifications, including relevant ETD qualifications or equivalent.
• Ability to deliver assessment instruments within the specified timeframe and meet quality standards.
