Objectives

The primary objective of this tender is to engage experienced engineering consultants to provide comprehensive professional services for the design, supervision, and construction monitoring of the Nadi River Bridge No.3933 on District Road D2502 in the Msinga Local Municipality under the Ladysmith Region. The scope includes the construction of a high-level bridge over Nadi River and the upgrade of approximately 1 km of gravel road to blacktop standard, ensuring compliance with relevant standards, safety, environmental, and community engagement requirements.

Scope

The scope encompasses:

• Provision of full engineering consulting services across all project phases: initiation, concept/feasibility, design development, detailed design, construction supervision, and close-out.
• Design and supervision of the bridge construction and road upgrade from gravel to blacktop.
• Assessment of existing structures, geotechnical investigations, environmental and traffic studies, and stakeholder/community liaison.
• Procurement and management of sub-services including surveys, environmental assessments, geotechnical testing, traffic monitoring, and safety audits.
• Preparation of all necessary reports, drawings, tender documentation, and contract administration during construction.
• Implementation of health, safety, environmental, and social facilitation measures.
• Post-construction activities including routine maintenance planning, final reporting, and project close-out documentation.

Technical Requirements

The technical scope includes:

• Design of a high-level bridge over Nadi River and associated roadworks, complying with South African standards and client specifications.
• Conducting detailed geotechnical, environmental, traffic, and structural assessments.
• Preparation of conceptual, preliminary, and detailed design reports, including safety audits and environmental management plans.
• Implementation of risk management, safety, and environmental procedures aligned with legislation and best practices.
• Management of land acquisition, permits, and stakeholder engagement processes.
• Development of construction programmes, quality assurance, and safety plans.
• Monitoring of construction activities, quality control, and compliance with contractual and legislative requirements.
• Provision of comprehensive project documentation, including as-built records and final reports.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in designing and supervising bridge and road upgrade projects, particularly in complex or infrastructure environments.
• Key personnel with minimum qualifications and experience, including:
• Pr Eng or Pr Tech Eng registered with ECSA, with at least 6 years’ relevant experience in bridge and road design and construction supervision.
• Employers’ Agent and Employers’ Agent’s Representative with minimum 6 years’ experience.
• Geotechnical engineers and geologists with appropriate SANAS accreditation and relevant experience.
• Environmental specialists with experience in environmental impact assessments and management plans.
• Traffic engineers with expertise in traffic impact assessments and safety audits.
• Construction safety professionals with SACPCMP registration.
• Capability to manage multidisciplinary teams, stakeholder engagement, and community liaison effectively.
• Knowledge of South African standards, environmental legislation, and safety regulations applicable to infrastructure projects.
• Proficiency in project management, reporting, and contractual compliance.
• Demonstrated ability to deliver projects within specified timeframes and budgets, with a focus on quality and safety.
