Objectives

The primary objective of this tender is to appoint a qualified service provider for the hire and operation of a Tractor Loader Backhoe (TLB) to perform road and stormwater maintenance works within Mogale City. The contract duration is six (6) months, aiming to support municipal infrastructure maintenance and construction projects as per approved plans and budgets.

Scope

The scope includes:

• Provision of a TLB (minimum 55kW, 4x4) with operator, fuel, maintenance, and related equipment.
• Use of the TLB for activities such as maintenance of gravel roads, trench digging, loading materials, and cleaning stormwater systems.
• Delivery of the TLB to specified sites within Mogale City within 72 hours of order receipt.
• Operation during standard hours (7:30 am to 4:00 pm) with provisions for overtime, weekends, and public holidays upon approval.
• Adherence to manufacturer specifications, safety standards, and occupational health and safety regulations.

Technical Requirements

The technical requirements include:

• The TLB must be in good working condition, leak-free, cause minimal dust and pollution, and meet manufacturer specifications.
• Operators must be skilled, hold valid licenses, and be replaced if deemed unsuitable by the client.
• Equipment must be fully insured for public liability and third-party risk, with proof provided before work commencement.
• Ground Engaging Tools (GET) must meet manufacturer specifications, with replacements approved by the client.
• Delivery of equipment within 72 hours of order, with standby units delivered within two hours upon request.
• Provision of safety signage, cones, and warning flags by the operator.
• Rates fixed for six months, inclusive of VAT for registered vendors.

Skills Requirements

The service provider must demonstrate:

• Experience leasing or supplying TLBs or similar construction equipment over the past five years, with references or completion certificates indicating successful projects valued at R150,000 or higher.
• Capability to provide skilled, licensed plant operators who can operate the TLB efficiently and safely.
• Availability of necessary infrastructure, plant, and equipment to support the contract.
• Compliance with municipal and legal requirements, including registration on the Central Supplier Database (CSD), tax compliance, and relevant certifications.
• Ability to deliver equipment within the specified timeframe and adhere to safety and operational standards.
