Objectives

The primary objective of this tender is to procure non-contracted pharmaceutical disinfectant compounds, specifically organic N-chloro compounds in 30g sachets (Biocide), 100 units, for the Mthatha Pharmaceutical Depot. The procurement aims to ensure continuous supply of these disinfectants over a period of 6 months to meet the Department of Health’s operational needs and prevent stock shortages that could impact healthcare delivery.

Scope

The scope encompasses the procurement of disinfectant organic N-chloro compounds in 30g sachets (Biocide), 100 units per pack, to be delivered to the Mthatha Pharmaceutical Depot. The contract duration is for six months, with the possibility of multiple awards to ensure security of supply. The procurement includes compliance with technical, quality, packaging, labeling, and delivery requirements as specified in the tender documentation.

Technical Requirements

• Product must be a disinfectant compound in 30g sachets (Biocide), 100 units per pack.
• Product must conform to specifications, including registration with SAHPRA and compliance with relevant standards.
• Shelf life of at least 18 months upon delivery; shorter shelf life products require prior approval and replacement commitments.
• Packaging must be suitable for transport, storage, and stacking, with tamper-evident seals and clear labeling.
• All containers must be labeled with proprietary name, batch number, expiry date, storage conditions, barcode, and other relevant information.
• All products must include barcodes (EAN 13) and optionally 2D barcodes with batch number and expiry date.
• Pricing must be inclusive of VAT, with detailed breakdowns for raw materials, manufacturing, logistics, and profit margins.
• Delivery must occur within specified lead times (7-14 days for order processing, not exceeding 21 days from order to delivery).
• Suppliers must maintain sufficient stock to ensure continuous supply and notify the department of any potential disruptions.
• Product compliance will be evaluated based on adherence to specifications, SAHPRA licensing, and quality assurance certificates.

Skills Requirements

• Bidder must demonstrate experience in supplying pharmaceutical disinfectants or similar healthcare products, with at least five relevant contracts completed successfully.
• Bidder must provide details of organizational structure, including management personnel with relevant qualifications and experience.
• Suppliers must have the capacity to meet volume demands, ensure timely delivery, and provide ongoing technical support if required.
• Bidder must comply with all legal, regulatory, and quality standards, including SAHPRA registration and GMP compliance.
• Personnel involved in supply and delivery must be suitably qualified, trained, and compliant with occupational health and safety regulations.
• Bidder should have a robust execution plan outlining lead times, delivery methods, and contingency measures for supply continuity.
