Objectives

The primary objective of this tender is to engage reputable service providers to supply trained personnel for fire lookout duties at Roburnia Plantation. The personnel will be responsible for fire detection in areas lacking camera detection systems, thereby enhancing fire monitoring and prevention efforts on the plantation.

Scope

The scope of work includes:

• Provision of two lookout towers at Roburnia Plantation.
• Manning of two lookout posts, with four personnel per lookout, over a period of four months.
• Operation of personnel in three 8-hour shifts daily (06h00 – 14h00, 14h00 – 22h00, 22h00 – 06h00).
• Ensuring continuous fire detection coverage, including during adverse weather conditions such as winter.
• Provision of necessary PPE, tools, and training for personnel.
• Adherence to operational, safety, and reporting protocols as specified.

Technical Requirements

The technical requirements for the service providers include:

• Provision of trained lookout personnel capable of fire detection using binoculars and observation skills.
• Personnel must be equipped with PPE, including minimum specified clothing and safety gear.
• Implementation of training programs for lookout staff, including first aid and SHE (Safety, Health, Environment) certification.
• Provision of tools and equipment necessary for effective fire detection and communication.
• Operational duties such as maintaining duty rosters, reporting suspicious activities, and responding to fire signs.
• Ensuring radios and communication devices are functional and reporting any malfunctions immediately.
• Compliance with safety, operational, and environmental standards outlined in the scope.

Skills Requirements

The service providers must demonstrate:

• Experience in fire detection and suppression operations, with at least 2 years of relevant experience.
• Provision of reference letters indicating successful fire lookout or related operational projects.
• Training certifications such as First Aid, SHE Representative, and Lookout Guarding certificates.
• Capability to train personnel in fire detection, safety procedures, and operational protocols.
• Ability to manage personnel shifts, maintain safety standards, and respond promptly to emergencies.
• Knowledge of operational safety, communication protocols, and reporting procedures.
