Objectives

The primary objective of this tender is to appoint a panel of three service providers to deliver newspaper publications and media services for Fezile Dabi District Municipality over a period of 36 months. The aim is to facilitate effective communication, timely dissemination of information, notices, and updates to residents and stakeholders through various media channels, ensuring compliance with relevant legislation and municipal policies.

Scope

The scope of work includes:

• Provision of newspaper publication services across local, provincial, district, and national levels, including daily and Sunday editions.
• Production and distribution of official notices, community updates, and governance messages via newspapers and digital platforms.
• Management of advertising campaigns across traditional and digital media, including social media, Google, Facebook, YouTube, and other relevant channels.
• Production of newsletters (8-16 pages), including design, editing, and distribution of printed copies (5,000-10,000 copies per issue).
• Distribution coverage across all four local municipalities under FDPM: Moqhaka, Ngwathe, Metsimaholo, Mafube, ensuring broad reach.
• Provision of media statements, press releases, radio ads, podcasts, and supplementary outreach channels.
• Reporting, monitoring, and evaluation of media campaigns and publications.

Technical Requirements

The technical specifications include:

• Placement of advertisements and notices in newspapers at local, provincial, district, and national levels, including specific categories such as recruitment, tenders, and public notices.
• Content drafting, approval, and publication of media statements and press releases.
• Design, editing, and production of newsletters with specified content themes.
• Coverage of publications across all relevant levels with broad geographic reach.
• Provision of media plans, quotations, and regular monthly reports.
• Adherence to publication deadlines and quality standards.
• Use of multiple advertising platforms, including digital and social media channels, to maximize outreach.

Skills Requirements

Applicants must demonstrate:

• Experience in newspaper publication, print media, and media services, with proof of track record.
• Technical support capabilities for brand support, graphic design, and print production.
• Qualified personnel, including a Media Liaison Officer, Graphic Designer, and Print Production Specialist, with relevant qualifications.
• Ability to develop and implement project management methodologies for media campaigns.
• Compliance with statutory requirements, quality assurance, and value-for-money principles.
• Capacity to produce and distribute newsletters and manage multiple media channels effectively.
• Proven ability to reach diverse audiences across different platforms and geographic levels.
