Objectives

The primary objective of this tender is to identify and evaluate innovative spatial technologies and methodologies capable of capturing accurate spatial data of informal dwellings, traders, shipping containers, and other informal structures within the City of Cape Town. The goal is to develop a comprehensive, up-to-date spatial database that supports improved service delivery, planning, and evidence-based decision-making, particularly in densely populated and informal areas where traditional data collection methods are inadequate.

Scope

The scope of the tender includes:

• Research and identify efficient, accurate, and time-effective spatial data collection tools and technologies suitable for informal settlements.
• Demonstrate solutions through proof of concepts or demonstrations.
• Provide detailed proposals on technologies, methodologies, and workflows for capturing spatial locations and quantifying structures such as dwellings, traders, containers, and other informal structures.
• Support the development of visualization dashboards and reporting tools.
• Offer end-to-end services including data acquisition, processing, validation, analytics, dashboarding, and long-term maintenance.
• Support future technological planning through research on emerging technologies.

Technical Requirements

The technical requirements for the solutions include:

• Capability to deliver high-accuracy spatial data with sub-30 cm positional accuracy.
• Use of advanced spatial data acquisition technologies such as drone imagery, photogrammetry, LiDAR, satellite imagery, high-accuracy GPS/GNSS, mobile GIS applications, and AI-assisted feature detection.
• Design and management of integrated workflows that ensure consistent, high-quality data outputs.
• Ability to support real-time or near-real-time visualization and reporting within enterprise GIS environments.
• Operational capacity to safely conduct data collection in informal, densely populated, or inaccessible areas, with robust data governance and security practices.
• Provision of visualization tools, dashboards, and reporting capabilities.
• Compatibility with mobile communication platforms, potentially GSM-enabled devices for daily operations.

Skills Requirements

The respondent should demonstrate:

• Experience in delivering large-scale geospatial solutions in complex, high-density, or informal environments.
• Expertise in advanced spatial data acquisition technologies, including drone imagery, LiDAR, photogrammetry, satellite imagery, high-accuracy GPS/GNSS, and AI-enabled detection.
• Technical ability to design workflows achieving high positional accuracy and consistent data quality.
• Experience integrating spatial datasets with analytics platforms, dashboards, and enterprise GIS systems, supporting real-time visualization.
• Operational capacity to safely perform data collection in challenging environments.
• Provision of comprehensive services from data acquisition to long-term maintenance and updates.
• Experience working with municipal or public sector clients on informal settlement mapping and large-scale spatial projects.
