Objectives

The primary objective of this tender is to secure the leasing and development of 32 medium-value properties, comprising 20 economic units, owned by the Eastern Cape Provincial Government. The aim is to stimulate economic growth, unlock investment opportunities, create jobs, and promote social upliftment through the development and utilization of state-owned properties. The Department intends to transform the property sector by facilitating lease agreements with bidders, especially encouraging participation from previously disadvantaged groups, for long-term leases of 30 years with options to renew.

Scope

The scope includes:

• Leasing and development of 32 properties across various regions, including vacant land, commercial, coastal, and institutional properties.
• Properties are identified for revenue generation and include diverse land uses such as commercial, retail, high-density residential, institutional, and tourism-related developments.
• Development proposals must include detailed project plans, cash flow projections, and compliance with land use and zoning requirements, including rezoning where necessary.
• Developers are responsible for completing projects within 30 months, paying municipal rates and taxes, and obtaining necessary approvals such as rezoning and environmental assessments.
• The Department will enter into long-term notarial lease agreements, with lease periods of 30 years plus renewal options.

Technical Requirements

The technical requirements encompass:

• Submission of comprehensive project development proposals, including design briefs, site plans, and timelines.
• Compliance with land use, zoning, environmental, and planning regulations.
• Provision of detailed cash flow and development cost estimates.
• Completion of development within 30 months, with progress reports and adherence to timelines.
• Payment of property rates, taxes, and municipal services during construction and lease periods.
• Rezoning of properties where applicable, and connection of services such as water, electricity, and sewer.
• Provision of guarantees or performance security upon contract award.

Skills and Skills Requirements

Proposed bidders must demonstrate:

• Experience in property development, especially in commercial, residential, or mixed-use projects.
• Capability to prepare detailed project plans, cash flow projections, and development proposals.
• Knowledge of land use planning, rezoning processes, environmental assessments, and municipal compliance.
• Financial capacity to undertake development costs and sustain municipal payments during construction.
• Ability to coordinate with various stakeholders, including local authorities, environmental agencies, and community groups.
• Compliance with tax and legal requirements, including background checks and background verifications.
• Capacity to complete projects within stipulated timelines and adhere to quality standards.
