Objectives

The primary objective of this tender is to appoint a security service provider to provide 24-hour security guarding services at Rondebosch Estate for a period of 36 months. The service aims to safeguard the Department of Public Works & Infrastructure, assets, personnel, and client departments through continuous security presence, access control, patrols, and incident management.

Scope

• Provision of security guards to monitor and secure Rondebosch estate 24/7.
• Deployment of guards with specified PSIRA grades (Grade B Supervisor, Grade C Officers).
• Perform access and egress control during working hours, weekends, and public holidays.
• Conduct patrols and security inspections inside and outside the estate premises.
• Assist during emergencies and report incidents to the Security Manager.
• Ensure proper uniform, equipment, and conduct of security personnel.
• Implement site procedures, including rapid response and site monitoring.
• Maintain detailed monthly reports and ensure compliance with security standards.

Technical Requirements

• Deployment of guards with valid PSIRA Grade B (supervisors) and Grade C (security officers) certificates.
• Guards to wear full company uniform with company logo, display PSIRA registration cards, and carry necessary security aids (radios, batons, torches, etc.).
• Guards to conduct regular site visits, patrols, and inspections, signing OBs as proof.
• Provision of communication equipment (portable radios with earpieces) for guards.
• Submission of a detailed site procedures manual within 7 days of appointment.
• Security clearance from SSA for the successful bidder and personnel.
• Insurance coverage for liabilities and damages.
• Compliance with occupational health and safety regulations.
• Implementation of access control systems, including recording and reporting of entry/exit activities.

Skills Requirements

• Security personnel must possess good communication, reading, and writing skills in English and at least one other official language.
• Guards must demonstrate sober habits, professional attitude, and adherence to security protocols.
• Supervisors must have at least Grade 12 qualification and valid PSIRA Grade B certificate.
• Security officers must have at least Grade 10 qualification and valid PSIRA Grade C certificate.
• Guards must be familiar with patrol procedures, incident reporting, and emergency response.
• Personnel must be able to operate security equipment and conduct site inspections effectively.
• All guards must be trained in access control, search procedures, and incident management.
