Objectives

The primary objective of this tender is to secure a service provider for the maintenance, servicing, repair, and technical support of hospital standby generators across various health institutions within the Western Cape. The contract aims to ensure reliable power backup systems are operational, compliant with safety and technical standards, and maintained over a period of three years.

Scope

The scope encompasses:

• Servicing and maintenance of standby generators ranging from 10kVA to 1000kVA at multiple health facilities.
• Regular preventative and corrective maintenance, including load testing, oil and filter changes, radiator flushing, battery replacements, and control panel inspections.
• Emergency repairs and call-outs within specified response times.
• Provision of spare parts, tools, and consumables necessary for ongoing maintenance.
• Documentation, reporting, and record-keeping of all maintenance activities.
• Compliance with safety, environmental, and legal standards applicable to hospital environments.

Technical Requirements

The technical scope includes:

• Servicing generators with capacities from 10kVA to 1000kVA, including both electrical and mechanical components.
• Performing scheduled preventive maintenance (minor and major services) as per manufacturer specifications and schedules.
• Conducting load tests, oil analysis, radiator pressure tests, and control system inspections.
• Replacing filters, batteries, belts, and other wear parts with OEM or equivalent quality components.
• Ensuring generators are tested for auto-start functionality, fuel system integrity, and control panel operation.
• Maintaining detailed records of all inspections, repairs, and testing activities.
• Adhering to safety standards, including proper handling of hazardous materials and compliance with occupational health regulations.

Skills and Skills Requirements

The contractor must possess:

• Qualified electrical artisans with at least 5 years’ experience in generator fault finding, electrical repairs, and control systems.
• Qualified diesel mechanics with a minimum of 5 years’ experience in fault diagnosis and repair of diesel generators.
• Personnel trained and certified in the operation and programming of Deep Sea Controllers (models 7310 and 7320) or equivalent.
• Experience in handling high-voltage electrical systems, control panels, and automatic transfer switches.
• Availability of skilled staff for emergency call-outs, scheduled maintenance, and on-site repairs.
• Capability to provide technical documentation, manuals, and training to client staff if required.
• Proven track record of servicing large-scale generator systems in healthcare or similar critical environments.
