Objectives

The primary objective of this tender is to supply, deliver, install, and commission a comprehensive Traffic Law Enforcement Administration and Management System, along with traffic law enforcement and prosecution equipment, to JB Marks Local Municipality. The contract spans a period of 36 months, aiming to enhance traffic enforcement capabilities, streamline prosecution processes, and improve traffic management within the municipality.

Scope

The scope of the tender includes:

• Supply, delivery, installation, and commissioning of a Traffic Law Enforcement Administration and Management System.
• Supply, delivery, and commissioning of traffic law enforcement and prosecution equipment.
• Provision of enforcement equipment compliant with SANS 1795 standards, including cameras, ANPR systems, speed enforcement devices, and handheld ticketing devices.
• Establishment and operation of service centers, back-office systems, and support infrastructure.
• Provision of mobile and fixed enforcement vehicles, including roadblock support vehicles.
• Implementation of systems for data management, reporting, payments, and legal documentation related to traffic offences.
• Compliance with AARTO regulations and integration with national systems such as eNaTIS.

Technical Requirements

The technical specifications include:

• Enforcement equipment must be SANS 1795 compliant and type approved, including cameras for red-light, speed, and average speed enforcement.
• Video cameras must capture high-resolution images (720p HD or better), embed date, time, and location data, and have a minimum 5-second buffer for infringement capture.
• ANPR systems integrated with enforcement cameras for real-time number plate recognition and vehicle data comparison against wanted lists.
• Automatic modes of enforcement such as non-intrusive speed and red-light detection, barrier line enforcement, and vehicle classification.
• Mobile enforcement units equipped with speed cameras, fixed cameras, ladder systems, and supporting vehicles.
• Handheld ticket issuing devices with contactless, biometric, barcode scanning, GPS, and integrated communication capabilities.
• Back-office systems for managing contraventions, generating notices, court documentation, and reporting, with interfaces to eNaTIS and other national systems.
• Payment processing systems supporting online, mobile, and on-site transactions, with integration to banking and postal services.
• Support for AARTO implementation, including infringement management, court case handling, and integration with the NCR system.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in supplying and implementing traffic enforcement systems, including camera and ANPR technology.
• Technical expertise in configuring, installing, and maintaining high-tech enforcement equipment compliant with SANS 1795 standards.
• Capability to establish and operate support and service centers, including training municipal staff and end-users.
• Expertise in software development, integration, and management of back-office traffic violation systems, including legal and administrative documentation.
• Knowledge of national traffic laws, AARTO regulations, and integration with eNaTIS and NCR systems.
• Ability to provide ongoing technical support, system maintenance, and system upgrades throughout the contract period.
• Qualified personnel with certifications and experience in traffic law enforcement technology, software systems, and project management.
• Capacity to handle large-scale system deployment, including mobile enforcement units, fixed cameras, and handheld devices.
• Experience in training municipal staff and service providers on system operation, maintenance, and legal compliance.
