Objectives

The primary objective of the tender is to negotiate and acquire an industrial property in Cape Town, Western Cape, to serve as office space for NTCSA employees. The property must accommodate approximately 95 staff members and include facilities such as offices, stores, workshops, parking, and open land for future expansion. The aim is to secure a secure, accessible, and compliant environment that meets operational and organizational standards.

Scope

The scope involves identifying and securing suitable property within the Stikland, Brackenfell, and Belville areas of Cape Town, preferably within a 15 km radius, but wider options may be considered based on site evaluations. The property should include:

• Offices, stores, workshops, parking, and open land
• Buildings totaling up to approximately 4,500 m² (with a 10% variance), comprising either a single building or multiple buildings
• Office space not less than 20% of the total building area
• Compliance with town planning regulations, zoning restrictions, and South African National Building Regulations (SANS 10400)
• Land suitable for future expansion and operational needs

Technical Requirements

The property must meet the following technical specifications:

• Structural integrity and safety in accordance with South African standards
• Lawful usage for office purposes, with appropriate zoning and land use permissions
• Facilities such as parking bays (4 bays per 100 sqm), amenities, and utilities
• Availability of services including water, power (solar, generators if applicable), and security systems (CCTV, alarms, access control)
• Occupancy certificate or equivalent legal documentation confirming lawful use

Skills and Submission Requirements

Interested parties should demonstrate the following:

• Clear legal title to the property
• Experience in property acquisition, development, or leasing within the specified region
• Ability to provide detailed property proposals including:
• Owner details, location, size, layout, amenities, asking price
• Compliance with zoning and building regulations
• Supporting documentation such as land titles, occupancy certificates, and service availability
