Objectives

The primary objective of this tender is to appoint a panel of qualified electrical consultants to provide professional electrical services to Umngeni Local Municipality over a contract period of 36 months. The services include supporting municipal capital infrastructure projects, maintenance, repairs, and ensuring compliance with relevant standards and regulations.

Scope

The scope of work encompasses:

• Provision of electrical consulting services on an "as and when" basis for a period of three years.
• Preparation of tender specifications and documentation.
• Design, drafting, and reporting for electrical projects in accordance with standards such as NERSA, ECSA, and grid codes.
• Management of risks associated with electrical network performance.
• Supervision of electrical infrastructure, including distribution networks.
• Transfer of skills and knowledge to municipal personnel.
• Ensuring compliance with Occupational Health and Safety Act and other relevant legislation.
• Provision of reports, technical documentation, and project management support.

Outsourcing or subcontracting is specifically forbidden; all work must be undertaken by the appointed electrical engineering consultants.

Technical Requirements

The technical requirements include:

• Demonstrated experience in electrical consulting, with at least six completed projects of similar scope and value, supported by appointment letters and project certificates.
• Qualified key personnel including a Project Manager, Design Engineer, Site Engineer, and Health & Safety Agent, each with relevant professional registration (e.g., ECSA), qualifications, and proven experience (minimum 2-6 years).
• Provision of detailed curricula vitae for key personnel, including involvement, availability, and hourly rates.
• Proof of professional indemnity cover and firm capacity to undertake projects.
• Experience in successfully completing similar projects within the past five years.
• Adherence to safety standards, including appointment of safety personnel with government certificates of compliance (GCC).
• Provision of a Project Management Plan, technical personnel schedule, and training plan.
• Demonstration of compliance with relevant standards, grid codes, and safety regulations.
