Objectives

The primary objective of this tender is to upgrade the Gumbi Water Supply Scheme by constructing new pipelines, a raw water abstraction pump station, and upgrading the water treatment works. The project aims to enhance water production capacity to 1.5 million liters per day and improve the overall water supply infrastructure in the Gumbi area.

Scope

The scope of work includes:

• Construction of 750 meters of 200mm diameter HDPE pipeline.
• Construction of 6,500 meters of 200mm diameter PVC-O rising pipeline with associated valves, chambers, and fittings.
• Development of a new floating raw water abstraction pump station with two submersible pumps.
• Installation of two new high-lift raw water pumps.
• Mechanical and electrical works to upgrade and optimize the Gumbi Water Treatment Works to produce 1.5ML/day.
• Installation of new centrifugal pumps and civil works associated with the treatment upgrade.
• Construction of 8,500 meters of 140mm diameter u-PVC rising main to Hlambanyathi and Gumbi Extension.

Technical Requirements

The technical requirements include:

• Completion of pipelines, pump stations, and treatment works as specified.
• Provision of associated valves, chambers, fittings, and civil works.
• Mechanical and electrical installation for water treatment upgrade and pump stations.
• Site inspection and adherence to safety and technical standards.
• Provision of detailed plant and equipment lists, including ownership or hire agreements.
• Demonstration of relevant experience and qualifications of key personnel.
• Compliance with CIDB grading requirements and financial capacity.

Skills Requirements

The tender specifies the following skills and qualifications for key personnel:

• Construction Manager / Site Agent: Minimum of a National Diploma in Civil Engineering, relevant professional registration with ECSA, and at least 8-10 years of post-qualification experience. Must provide recent CV, qualifications, and reference letters.
• Construction Foreman: Minimum of N6 in Civil Engineering, with 6-10 years of experience depending on the level. Must provide recent CV, qualifications, and references.
• Plant and Equipment Operators: Detailed list of key plant and equipment owned or hired, with appropriate certifications and lease agreements.
• Financial Capacity: Evidence of financial rating (A to E), with a minimum rating of B (Good) or higher, demonstrated through bank ratings.

All personnel must demonstrate relevant experience in water supply schemes and possess appropriate qualifications and certifications as specified.
