Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, install, and maintain a Traffic and Law Enforcement System for Tswaing Local Municipality over a period of 24 months. The system aims to enhance traffic management, enforce traffic laws, and facilitate efficient processing of contraventions through automated and integrated solutions.

Scope

The scope includes:

• Provision of traffic enforcement equipment such as speed and red-light cameras compliant with SANS 1795 standards.
• Installation and maintenance of mobile and fixed traffic enforcement cameras capable of multi-lane, bi-directional operation, including night-time illumination.
• Implementation of a comprehensive contravention management system integrating with municipal, provincial, and national databases (e.g., NATIS).
• Provision of portable hand-held devices for issuing notices and summonses in the field.
• Management of traffic contravention data, including online payment facilities and reporting functionalities.
• Provision of technical support, system training, and ongoing system maintenance for the duration of the contract.

Technical Requirements

The technical specifications include:

• Enforcement equipment must be SANS 1795 compliant and type approved, covering red-light, speed, and average speed enforcement systems.
• Video capture devices must have minimum capabilities: 2/3 inch or greater sensors, 5MP resolution, 720p HD video, embedded date/time/location, and encryption.
• Automatic enforcement modes such as non-intrusive speed and red-light enforcement, vehicle classification, and point-to-point average speed enforcement with integrated ANPR.
• Operator access via smart-card identification, with system security measures to prevent unauthorized operation.
• System must support wireless LAN, 3G or better communication, remote triggering, night-time illumination, and secure housing.
• Mobile and fixed camera units should cover multiple lanes, operate in both directions, and be easily transferable or permanently mounted.
• Back-office system must facilitate infringement processing, online payments, reporting, and integration with NATIS and other relevant systems.
• Portable devices for issuing notices must support multiple charges, capture offender photos, and generate accurate legal notices with GPS coordinates.

Skills Requirements

The service provider must demonstrate:

• Proven experience in deploying traffic enforcement systems, with at least 6-10 similar projects undertaken in the last five years.
• Qualified project management team, including a CV of the project manager with relevant IT and traffic enforcement expertise.
• Technical team with certifications in IT, system installation, and maintenance, including experience with ANPR, speed enforcement, and traffic management software.
• Capability to develop and support a Digital Proof of Payment (DPP) system, including online payment integration and real-time data management.
• Ability to provide ongoing technical support, system training, and system upgrades as required.
• Demonstrated compliance with legal, safety, and regulatory standards, including obtaining all necessary permits and licenses prior to installation.
