Objectives

The primary objective of this tender is to appoint a Construction Health and Safety Agent to oversee health and safety compliance during the Umkhomazi Water Project, specifically in relation to the Smithfield Dam, for a duration of 96 months. The appointed Service Provider will ensure adherence to health and safety standards throughout the construction phase, mitigate risks, and promote a safe working environment in line with applicable laws and best practices.

Scope

The scope of work includes providing Construction Health and Safety Agency Services as detailed in the bid documentation. The Service Provider is responsible for delivering services that encompass health and safety management, monitoring compliance, conducting inspections, and ensuring that all construction activities meet statutory and project-specific health and safety requirements. The scope also involves collaboration with TCTA, site personnel, and other stakeholders to maintain high safety standards throughout the project duration.

Technical Requirements

• Provision of Construction Health and Safety services as specified in Annexure B.
• Implementation of health and safety management systems aligned with industry standards and legal requirements.
• Regular site inspections, risk assessments, and safety audits.
• Development and maintenance of safety documentation, reports, and records.
• Coordination with project teams to ensure safety protocols are followed.
• Timely reporting of safety incidents and non-compliance issues.
• Adherence to applicable legislation, regulations, and project-specific safety standards.

Skills and Skills Requirements

The successful Service Provider must demonstrate:

• Extensive experience and a proven track record in construction health and safety management, preferably in water infrastructure projects.
• Knowledge of South African health and safety legislation, including the Occupational Health and Safety Act and related regulations.
• Qualified health and safety practitioners with relevant certifications.
• Ability to conduct risk assessments, safety audits, and incident investigations.
• Strong communication and reporting skills to liaise effectively with stakeholders and produce comprehensive safety reports.
• Capacity to implement and maintain safety management systems compliant with industry best practices.
• Demonstrated ability to work in complex, multi-stakeholder environments over an extended period (96 months).
