Objectives

The primary objective of this tender is to appoint a qualified service provider to render specialised laundry and dry-cleaning services for 2 Military Hospital Wynberg in the Western Cape for a period of three (3) years. The service aims to ensure hygienic, efficient, and compliant laundry management, including collection, transportation, cleaning, and delivery of hospital linen and garments, adhering to health and safety standards.

Scope

The scope encompasses:

• Provision of specialised laundry and dry-cleaning services for hospital linen, garments, and other textiles.
• Collection of soiled/contaminated laundry from 2 Military Hospital Wynberg on weekdays between 08h00 and 11h00.
• Transportation of laundry in compliance with health regulations and standards (SANS 10187-8, SANS 10146-1 & 2).
• Delivery of cleaned laundry daily, Monday to Friday, between 08h00 and 11h00.
• Handling of high-risk contaminated laundry (blood, body fluids) in accordance with safety standards, including segregation and use of yellow bags.
• Ensuring proper packaging, labelling, and sealing of laundry to prevent contamination during transportation.
• Compliance with all relevant health, safety, and environmental regulations, including Occupational Health and Safety Act and National Health Care Risk Waste Management Regulations.
• Provision of equipment, vehicles, trained personnel, and quality control measures to meet specified standards.

Technical Requirements

The technical scope includes:

• Adherence to the User Requirement Specification, including compliance with microbiological standards (SANS 10146-1 & 2).
• Use of appropriate equipment such as industrial washers, dryers, ironing stations, and packaging tools.
• Implementation of validated temperature washing processes: at least 65°C for 10 minutes and 71°C for less than 3 minutes.
• Segregation and safe handling of contaminated laundry, especially Category B items (blood/body fluids), in yellow bags without opening or sorting.
• Maintenance of records for washing cycles, temperatures, and process validation.
• Provision of vehicles that are decontaminated after each collection and capable of transporting both soiled and clean laundry separately.
• Staff training on infection prevention, control procedures, and proper use of PPE.
• Regular inspections and quality assurance, including visits by hospital representatives to verify compliance.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing specialised medical laundry and dry-cleaning services, supported by appointment letters and reference contacts.
• Knowledge of microbiological standards and hospital laundry procedures.
• Ability to operate and maintain industrial laundry equipment in accordance with SANS standards.
• Competence in handling contaminated and infectious linen safely, including segregation, packaging, and transportation.
• Qualified and trained personnel familiar with infection prevention, control protocols, and occupational health and safety regulations.
• Capacity to provide reliable logistics, including collection and delivery vehicles that meet health and safety standards.
• Ability to implement quality control measures, record keeping, and process validation.
• Compliance with all legal, health, safety, and environmental requirements stipulated in the tender documentation.
