Objectives

The primary objective of this tender is to procure services for corrosion protection repairs at the Drakensberg Pumped Storage Scheme, covering a period of 5 years. The aim is to ensure effective maintenance and repair of corroded exterior sections and other components of units at the specified power stations, adhering to Eskom’s safety, quality, and legislative standards.

Scope

The scope includes corrosion protection and repair of exterior sections and other parts of units at the following stations: Gariep, Vanderkloof, Palmiet, and Drakensberg Power Stations. Work involves maintenance, outage repairs, and operational activities related to penstock, spiral casing, draft tube, pressure vessels, and top cover components. The scope also covers site assessment, safety compliance, and ongoing monitoring over the 5-year period.

Technical Requirements

• Development of comprehensive Quality Management System (QMS) compliant with ISO 9001, including documentation such as manuals, policies, objectives, and control of nonconforming outputs.
• Implementation of evidence that the QMS is in operation, including defined roles, responsibilities, external process controls, and quality control plans aligned with ISO 10005 standards.
• Preparation of Contract Quality Plan, Quality Control Plan, Inspection and Test Plans (ITPs), and adherence to specified standards and procedures.
• Compliance with Eskom-specific safety, health, and environmental standards, including risk assessments, safe work procedures, and emergency preparedness.
• Provision of detailed safety and health plans, including risk assessments, method statements, and safety communication systems.
• Implementation of site-specific safety measures such as signage, PPE, tool and equipment management, and housekeeping.
• Regular safety audits, incident reporting, and non-conformance management.
• Adherence to legal and Eskom-specific requirements, including occupational health and safety legislation, and environmental regulations.

Skills Requirements

• Proven experience in corrosion protection, repair, and maintenance of power station components.
• ISO 9001 quality management system implementation and maintenance expertise.
• Strong safety management skills, including risk assessment, safe work procedures, and emergency response planning.
• Competence in developing and managing quality control plans, inspection, and testing procedures.
• Ability to conduct safety audits, incident investigations, and manage non-conformance issues.
• Knowledge of Eskom’s SHEQ policies, standards, and legislative compliance requirements.
• Effective communication skills for safety communication, toolbox talks, and safety meetings.
• Capability to develop and implement site-specific safety and health plans, including fall protection, confined space, and working at heights procedures.
• Qualified personnel with relevant technical, safety, and environmental certifications.
