Objectives

The primary objective of this tender is to procure qualified sandblasting technicians (Artisans) and semi-skilled surface preparation personnel to perform sandblasting activities at Kriel Power Station over a period of five years. The scope includes internal and external boiler components, high-pressure pipework, turbine piping, and associated plant areas, ensuring surface preparation, cleaning, and inspection support. The technical scope emphasizes safety, environmental compliance, and quality assurance, with a focus on manual, pneumatic, electrical, or mechanical sandblasting methods to prepare surfaces for repairs, inspections, and coatings.

Scope

The scope encompasses the supply of labor and equipment for sandblasting and surface preparation activities at Kriel Power Station, mainly during outages but also in preparation and post-outage tasks as directed by Eskom. The work involves manual and mechanical surface cleaning, rust and old paint removal, and ensuring safety and environmental standards are met. Contractors must provide their own tools, equipment, PPE, and ensure compliance with safety, health, and environmental regulations. The scope also includes working in various plant areas such as boiler, turbine, piping, and outside plant, with work scheduled in accordance with Eskom’s outage and operational requirements.

Technical Objectives

• Ensure safe, effective, and environmentally compliant sandblasting operations.
• Maintain high standards of surface preparation quality for inspections and coatings.
• Implement and adhere to documented quality management, safety, and environmental procedures.
• Provide skilled personnel with appropriate qualifications and experience, including NDT and safety certifications.
• Develop and implement comprehensive Quality Control Plans (QCP) and Inspection & Test Plans (ITP).
• Ensure proper documentation, record-keeping, and compliance with Eskom’s quality and safety standards.
• Monitor and manage risks associated with safety, environment, and technical quality throughout the contract duration.

Technical Requirements

• Adherence to Eskom’s specifications, standards, and applicable legislation (e.g., ISO 9001, OHS Act, NDT standards).
• Provision of qualified personnel, including Level 3 NDT inspectors, safety officers, and certified sandblasters.
• Development and submission of detailed Method Statements, Quality Control Plans, and Inspection & Test Plans prior to work commencement.
• Use of approved tools, equipment, and PPE, with records of maintenance and calibration.
• Implementation of preservation, storage, and handling procedures for materials and equipment.
• Compliance with environmental, safety, and health regulations, including asbestos and hazardous material management where applicable.
• Participation in audits, surveillance, and assessments by Eskom or its appointed inspection agencies.
• Development of risk management plans addressing safety, environmental, and technical risks.
• Proper documentation and record-keeping of all activities, inspections, and non-conformances.

Skills and Competency Requirements

• Qualified and experienced personnel, including:
  • Level 3 NDT inspectors and qualified welders
  • Safety officers with relevant certifications
  • Certified sandblasters and surface preparation artisans
  • Supervisors with experience in plant maintenance and surface prep
• Demonstrated ability to develop and implement Quality Control Plans and Inspection & Test Plans.
• Knowledge of relevant standards such as ISO 9001, ISO 10005, NDT standards, and environmental regulations.
• Proven track record in executing similar surface preparation projects in power plants or industrial environments.
• Ability to manage safety, health, and environmental risks effectively.
• Strong documentation, record-keeping, and reporting skills.
• Effective communication and coordination skills for working with Eskom’s project teams and subcontractors.
