Objectives

The primary objective of this tender is to procure the supply, installation, and maintenance of a VoIP telephone system, internet services, and VPN hosting solutions for a period of three (3) years. The project aims to enhance the municipality's communication infrastructure across multiple sites, improve network security, and ensure reliable connectivity and telephony services.

Scope

The scope of the tender includes:

• Provision of VoIP telephone systems across six (6) sites including main and remote locations.
• Installation and configuration of internet connectivity, including site-specific bandwidth and access requirements.
• Implementation of VPN hosting to secure remote access and protect digital assets.
• Provision of wireless access points, switching, routing, and firewall solutions.
• Supply of handsets, network equipment, and related hardware.
• Ongoing maintenance, support, and technical assistance for the duration of the contract.
• Provision for scalability to increase device numbers as needs evolve.

Technical Requirements

The technical specifications include:

• VoIP system capable of supporting at least 6 sites with scalability options.
• Network infrastructure comprising core routers, switches (24 and 48 POE), firewalls (FortiGate-40F), and data points.
• Indoor wireless access points (15 units) supporting 2.4 GHz band with speeds up to 300 Mbps.
• Bandwidth allocations: 20 Mbps for corporate, 20 Mbps for prefab, and 150 Mbps symmetrical for engineering sites.
• Secure VPN setup with uncapped internet breakout and client VPN access.
• Provision of IP handsets with advanced features such as BLF, high-resolution displays, and conference capabilities.
• Implementation of security measures including firewalls, intrusion prevention, and access controls.
• Compliance with relevant standards, including ICASA licensing and network certification.

Skills Requirements

The tenderer must demonstrate:

• Experience in supplying and installing VoIP telephony systems, with at least five (5) relevant projects documented.
• Proven technical expertise in network infrastructure, including routing, switching, firewall configuration, and wireless deployment.
• Certifications such as Cisco CCNA, CCNP, CCNA Wireless, CCIE Routing & Switching, or equivalent for project team members.
• Qualified personnel with certifications in networking, wireless technology, cabling (Molex, Krone), and project management (SAQA Level 7 or higher).
• Capability to provide ongoing support, maintenance, and technical troubleshooting.
• Ability to develop and implement detailed project methodologies, including downtime management and site-specific deployment plans.
• Experience in managing security protocols and ensuring compliance with local licensing and regulatory requirements.
