Objectives

The primary objective of this tender is to select qualified contractors to carry out painting works at Nhlwathi Clinic, including internal walls, doors, windows, and other related surfaces. The project aims to refurbish and give a fresh facelift to the clinic facilities, ensuring compliance with health and safety standards, quality workmanship, and durability of the paintwork. Additionally, the project includes the replacement of damaged roofing and electrical installations, with guarantees on workmanship and equipment performance.

Scope

The scope of work encompasses:

• Repainting of all internal walls, doors, door frames, windows, ceilings, and cornices within Nhlwathi Clinic and associated facilities such as staff residences and guardhouse.
• Preparation works including washing, filling cracks/holes, sanding, priming, and surface preparation.
• Refurbishment and painting of metal window frames, doors, and other metal surfaces, including removal of loose paint, priming, and repainting.
• Application of specified paint types, including all-purpose undercoats, premium interior paints, polyurethane finishes, and exterior washable paints.
• Replacement of broken glass in windows and other fixtures as per standards.
• Roof replacement and electrical installation repairs, including provisional sums for damage repairs and associated work.
• Site preparation, supervision, testing, commissioning, and handover of completed works.
• Guarantee of workmanship and equipment for a period of 12 months post-completion.

Technical Requirements

The technical requirements include:

• Adherence to the Department of Health Standard Specification for structural and painting works.
• Compliance with all applicable SANS standards for paints, materials, and installation procedures.
• Use of only approved, new, and unused materials, with SABS or equivalent certification.
• Execution of works in accordance with Occupational Health and Safety Act 85 of 1993 and relevant regulations.
• Provision of a detailed program of works prior to commencement, extending to 8 weeks post-site handover.
• Implementation of a site-specific Health and Safety Plan for the duration of the project.
• Proper disposal of removed items and debris, maintaining site cleanliness.
• Guarantee of all work and materials for a minimum of 12 months from date of acceptance.
• Testing and commissioning of all installed systems and finishes.

Skills and Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Trade-tested painters with valid certificates.
• Proven experience with at least 3 completed projects of similar scope within the last 5 years, supported by award/contract and completion certificates.
• Qualified project management team, including a Contracts Manager, Foreman, and Health & Safety Officer, with relevant experience.
• Staff organogram clearly indicating key personnel, especially a supervisor with at least 2 years of relevant experience.
• Ability to mobilize sufficient skilled labor and equipment to meet project timelines and quality standards.
• Knowledge of and compliance with health and safety regulations, including the preparation of a site-specific Health and Safety Plan.
• Capacity to undertake site preparation, surface treatment, painting, and finishing to high standards.
