Objectives

The primary objective of this tender is to procure a Programme for Painting at Mbadleni Clinic, ensuring the refurbishment and facelift of the facility's internal walls, ceilings, doors, and windows in accordance with specified standards and specifications. The project aims to improve the aesthetic and structural condition of the clinic through professional painting services that meet quality, safety, and compliance requirements.

Scope

The scope of work includes:

• Repainting of all internal walls, ceilings, doors, door frames, and windows within Mbadleni Clinic.
• Preparation of surfaces, including cleaning, crack repairs, and priming.
• Application of specified paint systems, including primer, undercoat, and finishing coats, adhering to manufacturer specifications.
• Provision of all materials, labour, tools, and equipment necessary for the execution of the works.
• Site preparation, safety measures, and disposal of removed items.
• Commissioning, testing, and handover of the completed work.

Technical Requirements

The technical requirements include:

• Compliance with Department of Health Standard Specifications and SANS standards.
• Use of new, unused, and manufacturer-approved materials bearing the SABS mark.
• Preparation and application of paint in accordance with manufacturer instructions, ensuring proper adhesion, coverage, and finish.
• Surface preparation including cleaning, sanding, crack filling, and priming.
• Application of coatings evenly, with attention to detail to avoid defects such as brush marks, sags, or runs.
• Protection of surrounding surfaces and site cleanliness during and after work.
• Guarantee of workmanship and materials for a minimum period of 12 months post-completion.
• Adherence to Occupational Health and Safety Act 85 of 1993 and related regulations.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Trade-tested painters with valid certificates.
• Proven experience with at least three similar painting projects completed within the last five years, supported by award/purchase orders and completion certificates.
• Staffing with a qualified supervisor possessing at least two years of relevant experience, as evidenced by a staff organogram.
• Ability to provide a detailed project management structure, including roles and responsibilities of each team member.
• Knowledge of surface preparation, painting techniques, safety standards, and quality control procedures.
• Capacity to coordinate site activities, manage safety, and ensure minimal disruption to clinic operations.
