Objectives

The primary objective of this tender is to appoint qualified contractors to carry out a comprehensive painting programme at Siphuthando Step Down Clinic, including internal walls, ceilings, doors, windows, and external surfaces, ensuring a facelift and maintenance of the facility in accordance with departmental standards and specifications.

Scope

The scope of work includes:

• Repainting of internal walls, ceilings, doors, door frames, and windows.
• Preparation of surfaces, including cleaning, crack repairs, skim coating, and priming.
• Application of primer, undercoat, and finishing coats as per manufacturer specifications.
• External painting of doors, door frames, windows, and steel surfaces.
• Repairs to cracks, mortar joints, and existing painted surfaces.
• Provision of ancillary services such as site establishment, safety measures, community liaison, and site cleaning.
• Testing, commissioning, and handover of the completed works.

Technical Requirements

The technical requirements specify that:

• All work must conform to the Department of Health Standard Specification for Structural Policy and applicable SANS standards.
• Use of new, unused, and certified materials, including SABS-marked paints and fittings.
• Application of paint systems as recommended by manufacturers, with site visits by manufacturers for approval.
• Work to be carried out by skilled and competent personnel, supervised by a qualified representative.
• Guarantee of workmanship and materials for a minimum of 12 months from completion.
• Adherence to Occupational Health and Safety Act 85 of 1993 and related regulations.
• Proper site management, including safety, cleanliness, and minimal disruption to clinic operations.
• Testing and commissioning of all installed systems and surfaces.

Skills and Experience Requirements

Eligible contractors must:

• Possess a valid CIDB contractor grading of 2GB or 2CE or higher.
• Be Trade Tested as a Painter.
• Provide proof of experience through at least 3 completed projects of similar nature within the last 5 years, supported by award/purchase orders and completion certificates.
• Demonstrate capacity by submitting a Staff Organogram showing a supervisor with at least 2 years of relevant experience.
• Submit a trade test certificate for the painter(s).
