Objectives

The primary objective of this tender is to procure a service provider to carry out painting works at Embo Clinic, including internal and external wall painting, door and window frame refurbishment, and related preparatory and finishing tasks. The project aims to give the clinic a facelift, ensure compliance with health and safety standards, and guarantee quality workmanship with appropriate warranties.

Scope

The scope of work includes:

• Repainting all internal walls, doors, door frames, windows, fascia and barge boards, ceilings, and cornices within Embo Clinic and associated facilities.
• Preparation works such as washing walls, filling cracks and holes, sanding, priming, and surface preparation.
• Application of specified paints and finishes, including emulsion paints, polyurethane wash n’ wear paints, exterior washable paints, and metal and wood surface treatments.
• Refurbishment of metal window frames, doors, and other steel components, including rubbing down, priming, and painting.
• Disposal of removed items and debris, site cleaning, and ensuring minimal disruption to clinic operations.
• Commissioning, testing, and handover of completed works with warranties for workmanship and equipment.

Technical Requirements

The technical requirements specify that all work must:

• Conform to the Department of Health Standard Specification for Structural Policy and all applicable SANS standards.
• Be executed by competent, skilled workmen under supervision of a qualified site supervisor.
• Use only new, unused, and latest pattern materials, with SABS or equivalent quality standards.
• Include preparation, priming, application of specified paints, and finishing as per manufacturer’s specifications and guarantees.
• Meet occupational health and safety regulations, including submission of a site-specific H&S plan prior to commencement.
• Be completed within an 8-week program post site handover, with progress monitored through submitted work programs.
• Guarantee workmanship and materials for a minimum of 12 months from project completion.

Skills Requirements

The successful bidder must demonstrate:

• CIDB contractor grading of at least 1GB or 1CE or higher.
• Trade-tested painters with valid certificates.
• Experience in executing at least 3 similar painting projects within the last 5 years, supported by award and completion certificates.
• A detailed project management structure, including an organogram showing roles such as Contracts Manager, Foreman, and Health & Safety Officer.
• Qualified personnel, including a painter with at least 2 years of experience, and sufficient skilled labor to ensure quality and timely completion.
