Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of minor horticultural equipment and machinery to support biodiversity management activities within Mogale City. The procurement aims to enhance service delivery in maintaining open spaces, parks, cemeteries, and municipal facilities by providing suitable tools and machinery to horticultural staff, thereby contributing to the beautification and cleanliness of the municipality's open spaces.

Scope

The scope of work includes the procurement of specific horticultural machinery and equipment, such as:

• Push lawn mowers with rotary blades, height adjustment, industrial chassis, and a minimum 1-year warranty.
• Backpack electronic ignition blowers with adjustable features, anti-vibration systems, and a minimum 1-year warranty.
• Telescopic reach pole pruners capable of reaching 2.9m to 4m, with specified specifications.
• Preferred brush cutters (dual head) with double shoulder harness, nylon cord head, and industrial engine, with at least 1-year warranty.

The equipment must meet detailed technical specifications provided in the tender documentation, and delivery must be made to the specified address upon official purchase order.

Technical Requirements

The technical requirements focus on the specifications and quality standards of the machinery, including:

• Machinery must be industrial-type, with durable chassis (e.g., 2.5mm steel), and equipped with features such as multi-gear gearboxes, heavy-duty filters, and carburettors that maintain RPM levels.
• Equipment must have a minimum of 1-year warranty.
• Reach and operational specifications for pole pruners (reach 2.9m to 4m, weight, shaft diameter, fuel capacity).
• Brush cutters must be industrial type, 2-cycle, air-cooled, with specified power output and weight.
• Delivery must be made to the specified address within the stipulated delivery period.

Skills and Capacity Requirements

The service provider must demonstrate:

• Experience in supplying similar horticultural machinery, including relevant project references.
• Availability of physical facilities, plant, and equipment necessary to execute the contract effectively.
• Qualified key personnel with appropriate experience and qualifications to manage and deliver the equipment.
• Capacity to provide the required machinery within the delivery timeframe and to meet technical specifications.
• Compliance with municipal and procurement regulations, including registration on the Central Supplier Database (CSD) and tax compliance.

Additionally, bidders must provide evidence of their operational capacity, such as infrastructure, resources, and relevant experience, to ensure successful execution of the contract.
