Objectives

The primary objective of this tender is to supply and deliver bituminous products to Sol Plaatje Municipality for a period of 24 months, with the possibility of extension. The contract aims to ensure the procurement of quality bituminous materials, including various emulsions and asphalt mixes, to support infrastructure maintenance and development projects within the municipality.

Scope

The scope encompasses the supply and delivery of a range of bituminous products such as:

• Bitumen emulsions (cationic and anionic, 60% and 65%)
• MC 30 cutback bitumen
• Hot mix asphalt (coarse and medium grades)
• Prime coats and other related bituminous materials

Additionally, the contract includes the provision of a mobile asphalt batch plant with specified capacity, and the supplier must make use of an accredited laboratory for mix design approval. The scope also covers technical specifications, quality assurance, and timely delivery within specified timeframes.

Technical Requirements

The technical requirements include:

• Compliance with COLTO 1998 and SABITA standards for mix design and asphalt production.
• Provision of approved mix designs prior to delivery, including mix design documentation from accredited laboratories.
• Adherence to specified temperature ranges at delivery.
• Use of plant with a capacity of 30-40 tons per hour, equipped with air pollution control (baghouse).
• Supply of bituminous products in bulk, in 200-litre drums, or as specified.
• Provision of establishment, rental (including operation and maintenance), and de-establishment costs for the asphalt plant.
• Compliance with safety, environmental, and quality standards as specified in the bid documents.
• Timely delivery within the agreed lead times, with prices inclusive of VAT and delivery costs.

The tender requires bidders to demonstrate:
